Duties

The incumbent serves as a wildlife biologist in the Bureau of Land Management Wyoming State Office. The incumbent provides guidance and direction to BLM Wyoming Field and District Offices. Responsibilities may include working with special status species including Greater Sage-grouse and other sensitive species. Serves as principal advisor and authoritative expert for the State Director, Deputy State Director, district and field managers, and relevant staff in implementing direction from Department of the Interior and BLM-HQ. Provides leadership to ensure wildlife program management goals, objectives, and ESA consultation requirements are included in land use plans and subsequent environmental assessments. Reviews plans and recommendations from field offices for program adequacy and compliance with policies, guidelines, and laws, such as the ESA, the National Environmental Policy Act (NEPA), and the Federal Land Policy and Management Act (FLMPA). Develops/maintains relationships with management officials and staff at Headquarters, local, State, Tribal, and other Federal agencies involved in resource management to ensure compliance with the regulatory and statutory requirements. Develops guidance and directives for compiling and coordinating annual work plan (AWP) and budgeting efforts, including, tracking workload accomplishments, entering justifications, and tracking program expenditures. Budget responsibilities include all facets of the Bureau's AWP development, as well as monitoring budget planning and performance management systems.

Qualifications

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. This position has a positive education requirement which requires that you have a degree in a biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. To qualify for the GS-12, in addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience in providing program leadership, management, and coordination in Wildlife Programs. Experience in animal ecology and population dynamics in order to resolve or avoid problems in habitat restoration, construction, and program management issues that may adversely impact certain species. Knowledge of major policy guidance such as the National Environmental Policy Act, Threatened and Endangered Species Act, Federal Land Policy and Management Act, and a myriad of other related Bureau and federal issuances. Worked with budget processes and experience writing and consolidating budget submissions for annual work plans, midyear reviews, end of year reports and other major budget exercises. Experience with theories, principles and concepts related to wildlife biology and experience relating that knowledge to other professional bodies of knowledge, such as zoology, animal ecology, and other related fields. Experience with current research in the field and its application to bureau habitat management, automation of wildlife management programs, and policy determination and interpretation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The individual works in an office setting at this level. There may be some walking standing or bending. The individual would carry light items like books or papers. The individual may have to use an automobile. Occasionally, field work may involve hiking, riding horseback, or traveling in rugged terrain. Work Environment: The work is mostly performed in an office setting. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.

Education

This position has a positive education requirement which requires that you have a degree in a biological science that included:
