The primary purpose of this position is to serve as Deputy Director, Manpower, Personnel and Services, for the Air Force Materiel Command (AFMC/A1). Shares the full scope of responsibility for directing activities of AFMC/A1, and in the Director's absence, possesses the same authority and prerogatives.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusted short/long-term priorities, and prepares schedules for completion of work.
Assists A1 Director and AFMC Commander in developing and implementing command-wide policy; provides guidance to HQ and field agencies; responsible for manning, training, and professional development for all mil/civ personnel in AFMC.
As an authoritative advisor to the AFMC Commander and top AFMC managers on all human resource requirements, organizational control, accessions, development, utilization, recognition, family well-being/qualify of life, separation, and readiness policy matters, the incumbent shapes the Command's human resource vision and creates actionable propositions that frequently require USAF, DoD, OPM or congressional support.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and

- The incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience must include expert experience with Manpower, Personnel, and Services functions, operations, policies, procedures, and practices of HR specialist work; experience supporting, advising, planning and adjusting work operations for leaders and senior management on human resource issues.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
