The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to MNCC JB Charleston, SC.
Duties
Plans, organizes, and directs the activities of the Military Pay and Personnel Team, ensuring that officer and enlisted personnel and pay administration complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents MNCC JB Charleston with a variety of installation and functional area organizations
Coordinates various personnel activities

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series.
SPECIALIZED EXPERIENCE (CURRENT / PREVIOUS FEDERAL EMPLOYEES): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a standardized body of military personnel regulations and procedures relating to militarypersonnel actions, content, and uses of military personnel records and the procedures and requirements regarding maintenance of these records. Knowledge of general office administrative and clerical procedures. Knowledge of the military personnel automated system and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, or graphs.

EDUCATION: Successful completion of a graduate level education in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
(CURRENT / FORMER FEDERAL EMPLOYEES)One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-08 level.
(NON-FEDERAL APPLICANTS) One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of theories, concepts and principles of military personnel management, military structure, missions, objectives and their interrelationships to other components and to DoD.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Extensive knowledge of applicable DoD and DoN directives in order to interpret and apply diverse and/or conflicting instructions to make sound decisions concerning personnel administration and pay entitlements.
Working knowledge of automated personnel and pay systems and their relationship to each other.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
