This position is located in Environmental Management Service at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL; a complexity level 1c facility. The Captain James A. Lovell Federal Health Care Center is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Southern Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty, military retirees, and eligible beneficiaries.

Duties

Major Duties: Is delegated authority to adopt policies issued by VA Central Office to meet local FHCC needs The incumbent implements organizational structures, operating plans and procedures to achieve program goals and determine the need for resources and their appropriate allocation and effectiveness of use. The incumbent must consider a broad spectrum of factors including The Joint Commission (TJC), OSHA, AWE, VORP, GORP, State of Illinois regulations, policy requirements, VACO driven performance measures, public relations, economic impact, labor/management relations, and effects on other hospital activities; Coordinates program efforts with other internal activities, the Chief, EMS, top management, VISN and Central Office, as required. Interprets and communicates local and agency policies for EMS. Administers labor management agreements and meets and confers with Union officials to resolve problems arising from interpretation or application of contract agreements. Fosters an Affirmative Action Program for the recruitment, retention, and advancement of minorities, women, handicapped employees and disabled veterans; partners with Compensated Work Therapy (CWT), Student Work Study, Volunteer Services and at-risk Homeless programs to achieve these goals. Initiates personnel actions when appropriate which may have serious consequences to involved parties. Delegates to subordinate supervisors and holds them accountable for the performance of their assigned duties. Serves as an advisor to the Chief, EMS by sharing administrative responsibilities of overall FHCC EMS management functions. In this capacity, incumbent will represent the Chief and EMS as a member of various committees throughout the FHCC; serves as Acting Chief, EMS in the absence of the Chief. Environment of Care Follows Life Safety Management (fire protection) procedures. Reports safety hazards, accidents and injuries. Reviews hazardous materials/Material Safety Data Sheets (MSDS)/waste management. Follows Emergency Preparedness plan. Follows security policies/procedures. Complies with federal, state and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources. Knowledge of Performance Logic. Infection Control Demonstrates infection control practices for disease prevention (i.e. hand washing, universal precautions/isolation procedures, including TB requirement/precautions. Health and Safety Fosters a high profile of the VA Occupational Safety and Health Program by assuring employee awareness of potential safety hazards, promptly reporting all injuries. Work Schedule: Monday - Friday 07:00 am -3:30 pm - based on operational needs. Compressed/Flexible: Not Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Education: Undergraduate Education: Major Study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Experience: Specialized Experience is experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience examples would include, but not limited to experience in two or more of the following areas, or work related to the position to be filled; Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; Experience in laundry and linen management; Experience in interior design management; Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals You will be rated on the following Competencies for this position: Contracting/ProcurementFinancial ManagementLeadershipOral CommunicationPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent's responsibility spans throughout the medical center situated on 100 acres consisting of 56 patient care and administrative buildings encompassing over 2M million square feet which makes supervision very-challenging. Due to this large area covered the employee will do a lot of moving across the areas supervised. There may be standing, walking, climbing, bending, kneeling, stooping or pushing/pulling involved in activities such as investigating problems, or indoor/outdoor site visits. Moderate lifting or carrying may be required infrequently (15 to 44 pounds). There is regular and recurring exposure to moderate discomforts and unpleasantness such as high noise levels, dust, high or low temperatures, or adverse weather conditions.
