This position is part of the Chemical Safety and Hazard Investigation Board. The incumbent will be responsible for serving as Attorney-Adviser with responsibility for providing legal advice and services to the CSB.
Duties
1. Performs research and analysis of laws, regulations, case law, precedent, and other legal documentation relating to Board authorities, operations, and activities. Based on research and analysis, drafts proposed decisions, briefs, opinions, and other information necessary to provide advice or information to the Board or to resolve an issue.
2. Serves as a designated Ethics Officer. Oversees and conducts required Agency Ethics Training in consultation and coordination with the Designated Agency Ethics Official (DAEO). Provides Ethics support to include Office of Government Ethics (OGE) 450 reviews and drafting Ethics opinion letters.
3. Provides legal service and support for internal Board operations including procurement, acquisition, and finance. Advises on the legality of proposed policies and procedures. Reviews documents originating with the Board, staff, or with other agencies such as Memoranda of Understanding, interagency agreements, and other documents committing Board resources, for legal sufficiency. Represents the Board during negotiations of agreements with federal and private sector organizations. Responsible for reviewing and/or preparing Notation Items for Board votes, Board Action Reports, and other Board-level documents.
4. Provides legal assistance during and subsequent to the investigation. Resolves or recommends resolution of legal issues arising from the investigation. Prepares legal portions of investigative procedures and/or reviews proposed investigative policy for legal implications and adequacy.

Basic Requirements for all grade levels:
1. You must possess a J.D./LL.B. Law Degree from a law school accredited by the American Bar Association (ABA). (You must submit a copy of your transcripts.) AND
2. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. (You must submit a copy to verify your standing.) AND
Minimum Requirements:
The minimum qualifications for hiring at each grade level (or equivalent) are as follows. To be found qualified for that particular grade level all the listed information must be found in your resume.
GS-13: Applicants at the GS-13 level should have at least two years of professional legal experience in a government agency, private sector entity, or non-profit organization. Experience is defined as working as an attorney in any of the following duty areas: enforcement, compliance, litigation, administrative law, investigations, legal review, regulations/policy, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS12 federal grade level participating in providing legal advice, analysis, research, administrative procedures, or litigation work. This must include activities such as: (1) conducting legal research of policies, regulations, administrative law, and/or compliance questions; (2)drafting briefs, motions, reports, or other documents; (3) assisting with conducting interviews or taking depositions and/or sworn statements; (4) assisting with settlement negotiations; (5) making oral presentations of legal arguments or results of legal research/analysis; and/or (6) participating in a judicial or administrative proceeding.
GS-14: Applicants at the GS-14 level should have at least three years of professional legal experience in a government agency, private sector entity, or non-profit organization. Experience is defined as working as an attorney in any of the following duty areas: enforcement, compliance, litigation, administrative law, investigations, legal review, regulations/policy, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS13 federal grade level providing legal advice, analysis, research, administrative procedures, and/or litigation work. This must include activities such as: (1) conducting legal research of policies, regulations, and/or compliance questions; (2) writing briefs, motions, reports, or recommendations;(3) conducting interviews and/or taking depositions and/or sworn statements; (4) negotiating settlement agreements; and/or (5) participating in a judicial or administrative proceeding.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
