Duties

The incumbent serves as a Supervisory Mobility Transportation Specialist managing the Veterans Transportation Program and services provided at the VAMC by planning, evaluating, marketing and directing administrative activities in multiple programs related to the transportation system for metropolitan as well as rural/remote beneficiaries eligible for travel. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. The position acts as the advisor to VAMC Leadership and managers and the Veterans Transportation Program regarding, VHA directives, policy, Medical Center Memorandums and Standard Operating Procedures concerning Beneficiary Travel, Special Mode Transportation, and Veterans Transportation Service matters to assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the programs, measuring outcome of services provided by reviewing and analyzing date, routinely reviewing beneficiary travel reports. Establish and maintains knowledge of and cooperative relationships, including the development of formal Memorandums of Understanding with United We Ride, State Department of Transportation, Area Councils of Government, Area Agencies on Aging, Community Transit providers. Provides consistent and effective outreach to community transit authorities and develops MOUs for cooperative relationships with local/regional recipients of the Veterans Transportation/Community Living Initiative (VT/CLI) grants managed by the Federal Transportation Agency. Work Schedule: Monday-Friday 7:45am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to the time in grade requirements listed above, the below qualification requirements must be met at the grade(s) in which you are applying. To qualify for this position and grade, you must have one of the following education and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the second year)l. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager (TRANSCRIPTS REQUIRED). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
