The Supervisory Human Resources Specialist (SHRS) reports directly to the Senior Strategic Business Partner (SSBP) in the Strategic Business Unit (SBU). The role of the Supervisory Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives at locations where an SSBP is not located.
Major Duties:
Serves as a key member in various VISN committees and activities working directly with leadership to develop an HR strategy that supports and facilitates meeting local organizational goals.
Serves as a member of the facility-level Strategic Planning Committee, examines the forecasting data to project managerial strategies, organizational processes, competencies, and human resources interventions.
Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues.
Ensures that the impacts of proposals are thoroughly considered by management officials and that VA views and needs are adequately represented.
Assists with the development of the comprehensive workforce analyses and strategies that drive a cohesive and focused HR organization.
Advises, communicates, and supports the execution of Human Capital Management (HCM) programs, products, and services into the organization.
Assists with developing, communicating, and coordinating HR strategies, policies, and initiatives with the units and corporate organizations.
Recommends and implements workforce analytics for the facility and VISN.
Assists with the planning, directing, and conducting studies to determine the right size and composition for the workforce while assessing risks to ensure the facility is able to effectively deliver on the mission.
Supports the interpretation of the national human capital workforce plan and leads the development and implementation of the healthcare system workforce plan.
Coordinates and collaborates with executives and managers to develop implementation strategies to accomplish goals identified in talent and workforce management plans.
Develops techniques, identifies key progress indicators and other metrics, sequences, and schedules activities to accomplish action plan.
Incorporates stakeholder direction and strategic priorities into talent management and workforce planning.
Provides expert management consultative service to local leadership involving the full spectrum of HR functions on VISN-wide or equivalent issues.
Assesses the needs and strategic objectives and analyzes trends and priorities for the future.
Collaborates with and leads stakeholders in employing change management process concepts and techniques such as strategic planning and workforce development.
Participates in facility resources board, providing consultative guidance to facilitate effective resource prioritization and uses outcomes to further inform workforce panning.
Assists with local strategic direction and coordinates the delivery of HCM services in talent sustainment, talent development, and performance enhancement to specific needs.
Supports the succession planning process and coordinates expert services in performing analyses of the workforce to identify succession plan priorities.
Partners in the development of succession planning options to address projected recruitment/retention challenges and maintain organizational knowledge.
Manages the HR Employee Relations section of the HR Strategic Business Unit.
Ensures leaders and managers assess results and build comprehensive action plans from for employee performance appraisals, proficiencies, competencies, and all employee surveys.
Works with leadership, staff and operational officials, employee groups, etc., to develop and explore labor relations alternatives to improve policies, techniques, and procedures.
Advises leadership in the resolution of administrative grievances, post separation reviews, Congressional, Office of Inspector General, Office of Special Counsel, Equal Opportunity Employment, Merit system Protection Board or department level complaints.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
GRADE REQUIREMENT:
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience and skill in applying a wide range of advanced HR principles, concepts and practices; Consultative skill providing management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, etc.); Experience supervising and managing the functions of a Human Resources workgroup responsible for dealing with civilian human resources management in the Federal sector to include substantive human resources work, supporting all management/supervisory levels with knowledge of government and local laws, policies and regulations; Skill in consensus building, negotiating, coalition building, and conflict resolution techniques; and Skill in communication, both verbally and in writing to develop and deliver briefings, project papers, status/staff reports, and correspondence. Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
