Duties

Directly supervises the work of 3 or more Special Agents. Is the first line supervisor and provides oversight over journeyman level Special Agents. Responsible for the implementation and management of the law enforcement program. Responsible for the quantity and quality of all investigative work products. Oversees and reviews investigative priorities; the efficiency and effectiveness of investigative operations conducted by Special Agents and the quality control of work products. Develops general investigative strategies and tactics, and organizes multi-discipline and/or multi-agency teams of federal, state, and local law enforcement personnel. Approves or disapproves Reports of Investigation, and case referrals to the Department of Justice. Provides counsel to line managers on investigative law enforcement and security issues.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • Incumbent must maintain a delegation of law enforcement authority.
  • An applicant appointed to this position must possess and maintain a valid state driver’s license while employed in this position.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • The incumbent may be eligible for Law Enforcement Availability Pay.
  • Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence . False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-XX) of the position to be filled. Examples include, but are not limited to: Examples include, but are not limited to: full range of law enforcement activities, comprehensive experience and knowledge in using criminal investigative techniques and laws of evidence; independently conducting multi-jurisdictional and complex criminal investigations, testifying in a court of law; documentation of a criminal investigation in investigative reports; extensive knowledge of Federal and state laws, administrative, and civil and criminal proceedings; and coordinating criminal investigations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled. You must meet all qualification requirements within 30 days of the closing date of the announcement. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week. 2) You must have successfully completed the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. Proof of Completion / Certificate or Transcripts must be submitted as part of the application process. The individual selected for the position must have successfully completed the Criminal Investigator's Training Program (CITP) at the Federal Law Enforcement Training Center, or its equivalent. Incumbent must successfully complete 40 hours of in-service training annually. Physical Demands: Majority of work is primarily office oriented and may require travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment. This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).
