Job Corps is the nation's largest, nationwide residential career-training program. Serving over two million individuals, the program helps eligible young people complete their high school education, train for meaningful careers, and obtain employment. The Administrator will be at the helm of this transformative and unparalleled program and will balance the well-being, education and training of youth participants with programmatic outcomes, results and the need for innovation.
Duties
The Job Corps Administrator will develop the overall direction and innovative strategies for Job Corps in line with a positive youth development approach and in support of ETA's goals. The administrator will provide leadership to Job Corps and its staff and contractors in the organization, support a deeply committed team, and prioritize budget needs and manage the assignment of work.
The incumbent is responsible for operating the Job Corps program through ETA staff, contractors, and Forest Service staff with a focus on kindness, equity and inclusion across the following functions:
Student outreach and admissions conducted in a fair and equitable way;
Educational programming, including high school diplomas, high school equivalency certificates, and literacy/ numeracy measurements/ gains;
Career and technical training programs, including alignment with sector-driven strategies and identification of necessary credentials and certificates;
Work-based learning opportunities for students;
Residential life on campus, including food services, health care services, student transportation, community service opportunities, etc.;
Business and community engagement and serve as a liaison between the National Office and local leaders and the workforce system; and
Career transition and placement services.
The incumbent will be an innovative self-starter and will manage all Job Corps resources and systems with a passion for serving youth and a keen focus on racial equity, diversity and inclusion that impacts students and staff.
The Administrator will work closely with contract administration and collaborate with the Office of Contracts Management.
The incumbent provides Job Corps center monitoring and technical assistance, financial management and reporting, and coordination with the Office of Financial Administration. Such work will require deep analytical capabilities and will include performance management and reporting, facilities operations, construction, repairs, and acquisitions; operations of the Job Corps Data Center; safety and security requirements; and human resources for Federal staff in the National Office, six Regional Offices, and the Data Center.
The incumbent will also have an overall direction to personnel who operate Job Corps centers under contracts and Forest Service employees.
Qualifications
Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. NARRATIVE RESPONSES TO ECQS MUST NOT EXCEED 10 SINGLE-SPACED PAGES. 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment.
2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.
Demonstrated executive level experience in nation-wide education, or community development, or training programs, preferably in a residential employment or job training setting that impacts regional economies and/or the interrelationship of Federal programs with state government programs in order to influence workforce, education, or economic policy.
Demonstrated ability to manage the human, financial, and information resources strategically and analyze, interpret and use data effectively. The administrator will invest in staff, lead people with kindness and focus on innovation and the incorporation of racial equity, diversity and inclusion.
Demonstrated results, particularly with respect to using data to drive programming and innovation. Results-driven managers will have deep analytical capabilities.

There is no education requirement for this position.
