The Engineering Technician position is located within the Maintenance and operations Section at Waco CTVHCS. The incumbent performs non-professional engineering work in order to prepare cost estimates, develop specifications, prepare statements of work, perform contracting officer responsibilities (COR) and is responsible for the planning, implementation and evaluation of station level project submissions provided by Engineering Service.

Duties

Preparation and Evaluation of Project Prepares detail scope of work incorporating features and principals of architectural, electrical, industrial, civil and mechanical engineering Develops and prepares detail and sectional isometric views of layout (i.e., refrigeration, electrical, building cross sections, layout of roads etc.) Prepares acquisition packages for approved non-recurring and station level construction projects and service contracts Prepares acquisition packages Modify plans or make compromises to accommodate cost reduction Coordinates utility shuts downs between contractor and CTVHCS to ensure the continuity of clinical operations. Responsible for the completed drawings and specifications furnished to the contracting officer for the preparation of bids. Monitoring, Review and Inspection of Projects Monitors construction projects and service contracts for quality of materials and work performed Ensures contractor follows drawings and specifications inspects construction in progress, prepares progress reports and determines if materials are in compliance with specifications Determines if work modifications are accepted, need modification or rejected. Review progress charts, extensions, change orders, progress payments, weekly payroll and cost schedule Maintain Files, Inspections and Reports Maintain files Modifies drawings to keep current w/ work Prepares and maintain log of daily activity of contractors Performs final inspection o construction project and service contract and prepares discrepancy report Performs other related duties assigned by Chief of Maintenance and Operations. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. NOTE: Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing as a contracting officer representative (COR) with duties inspecting various types of construction and maintenance projects; and monitoring service contracts by planning, implementing and evaluating the projects; utilizing methods and techniques pertaining to building construction and related fields such as architectural, mechanical and electrical engineering projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have/ possess two (2) full years of graduate education is related to the work of a Engineering Technician (e.g. 36 semester hours) or a master's degree. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level (as described above) (18 semester hours is considered to be one year of graduate level study). You will be rated on the following Competencies for this position: Attention to Detail Engineering and Technology Quality Assurance Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
