This Supply Technician serves in the Material Management Section within the Logistics Department Section of the Facilities Management Service Line at the VA Puget Sound Health Care System. As a Supply Technician, you will support a full service supply inventory and expendable supply-purchasing program, which is based on the ongoing and planned activities of the various service lines supported.
Duties
Duties include, but may not be limited to the following:
Item Recall Program (45%)
Serve as a co-Facility Recall Administrative Coordinator (FRAC), responsible for the following:
Collecting all recalls and notices received on hazardous products.
Identifying potential customer services and disseminating this information to potential product users.
Initiates immediate action regarding dangerous, hazardous, or unsafe products in order to remove such products from use.
Generating quarterly and annual Recall reports for the FRC to submit to the Environment of Care Committee.
Overseas the implementation, maintenance, and compliance of the recall/alert program, consistently monitoring the program to assure that alerts and recalls are managed and communicated appropriately and required reports are timely submitted.
Ensures the facility adheres to policy and procedures for the identification, reporting and removal of recalled or potentially hazardous products that could endanger the life or safety of patients and employees.
Contracting Officer's Technical Representative (COTR) (45%) :
Serve as COTR, Metered Mail Fund Control Manager and back-up Medical Equipment Rental Coordinator responsible for the specific contract administration functions including:
Developing required documents, conducting market research, participates in negotiations, performing technical evaluations of proposals, planning the technical aspects of source selections, reviewing and approving invoices through OLCS, monitoring the contractor's performance to ensure receipt of services in accordance with the contractor's performance schedule, ensuring satisfactory and timely delivery within the financial constraints of the contract, providing technical direction and business advise and guidance, performing inspection and acceptance, reviewing invoices for accuracy and approving them, reviewing quarterly price revisions to ensure new prices are fair and reasonable and preparing annual budget request to support both programs.
Setting and establishing the budgets for each fiscal year to include: Compiling figures, maintaining records and compiling reports, processing transactions including verifying codes and other information, reconciling balances, assembling the appropriate repost and forms and performing data entry into automated systems for tracking purposes.
Formulating and analyzing expenditure reports in and out of the VISTA system; resolving problems in balancing accounts and/or requesting adjustments to the accounts to satisfy invoices before they need to be ratified or delinquent.
Government Purchase Card (GPC) holder for micro purchase limits and payment only cards for delivery orders against existing contracts.
Other Duties as Assigned (10%) :
Primary Time Keeper for the Logistics section and back-up Time Keeper for the Facilities Management and Environmental Management Service Lines.
Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization such as correspondence and information control, tracking equipment, supporting the check-out process for outgoing facility personnel and acting as the primary liaison between the program office and administrative offices outside the organization.
Collateral duty as Controlled Substance Abuse Inspector.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates on-year time-in-grade. To meet the minimum qualifications for this position, you must meet the following:
One (1) full year of specialized experience equivalent to the GS-6 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work.

Physical Requirements and Work Environment: Work is normally accomplished within a supply office and supply distribution points with the majority of time utilizing the automated inventory system for inventory management, processing orders, distributing supplies, conducting physical inventories in the warehouse and various supply points. Responsible for the storage and distribution of supplies to both primary and secondary inventory points, as well as within the bulk supply areas. This may include movement of stock to assist in counting, storing, rotating, and retrieving items from shelves and cabinets. Physical exertions and demands include standing, walking, bending, stretching, reaching, and pushing/pulling supply carts and lifting supplies up to 50 pounds are required.
Works primarily in a supply office and supply distribution points that support the Storage and Distribution of supplies. Multiple interruptions are experience throughout the day resulting from telephone and personal contacts with individuals requiring information, guidance, or problem solving. Protective and special clothing is worn to prevent exposure to dangerous materials; hair covers, shoe covers, and gloves are worn as required when delivering supplies into clean/sterile areas and managing verification of inventory stock levels within the primaries. Physical dispersion of the facility may make it necessary to make deliveries over uneven terrain and/or in adverse weather conditions.
