You will serve as a MANAGER in the Interoperability and Networks Division within the USW Combat Systems Department of NAVUNSEAWARCENDIV NEWPORT RI, located in Newport RI.

Duties

You will serve as the Interoperability and Networks Division Head and be responsible for the administrative and technical supervision of a medium-sized work force (approximately 75 people). You will, as a second level supervisor, be responsible for guiding the work through other supervisors and working with the senior Technical Project Managers. You will coordinate and integrate the work of lower organizational units, helping to identify where corrective action is needed and providing assistance and advice to lower level supervisors where problems exist or are developing. You will plan the organization's long range goals, objectives, and direction, requiring an analytical approach in order to forecast future trends and outcomes. You will be responsible for the full life cycle development of submarine non-tactical networks, system architecture, interoperability, and system of systems. You will establish the overall goals and determine the direction of the division; provide day-to-day direction to branch heads and division staff in execution of sponsor tasks and in business and administrative duties. You will determine appropriate balance of government and contractor assignment to tasks to ensure overall workforce health and efficient execution of sponsor tasks. You will participate in the development of overall planning and maintenance of technical health for the USW Combat Systems department product line ensuring plans reflect overall product line goals and are consistent with allocated resources. You will manage staff assignments, discipline, training, and development and promotion of employees; provide mentoring and career guidance to branch heads, division staff, and others outside the division. You will ensure Continuous Process Improvement goals are met, and ensure steps are taken to reduce product life cycle costs. You will develop and maintain proper liaison with government and industry stakeholders; ensure effective communication with customers, including NUWC Line management, NAVSEA and other sponsors, and fleet representatives.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 IT PROGRAM MANAGER at advanced level within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist leading or managing the execution of systems development efforts for undersea warfare systems to ensure attainment of organization goals and undersea warfare mission objectives. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801- Professional General Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORSuccessful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550-Computer Science Series: A bachelor's or higher degree in computer science; or a bachelor's or higher degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.

1520-Professional Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
A combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
