This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions for to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for the implementation of environmental control programs and policies which cover a wide range of subjects concerned with environmental protection, enhancement and regulatory requirements, and the protection of natural resources. Monitor assigned environmental programs for legal compliance and ensures necessary action is taken to comply with all applicable environmental laws, many of which carry penalties of significant fines and/or imprisonment for non-compliance. Plan and execute the assigned program or develops alternate engineering and environmental management solutions. Prepare and present briefings to higher-level management and command staff, regarding program progress or recommending program enhancement. Conduct detailed reviews of all Military Construction Army (MCA) and Operations Maintenance Appropriations (OMA) projects to assure compliance with all environmental laws and protection of environmentally sensitive areas. Prepare various scope of work statements for the procurement of services provided by Architect/Engineering (A/E) firms and is a part of the A/E selection process. Serve as Contracting Officer’s Representative (COR), preparing contract specifications for environmental program projects, and coordinate with various procurement officials to ensure timely awards and services.

  • This position requires the incumbent to obtain and maintain a Secret security clearance.
  • This position requires the incumbent to obtain the Contracting Officer Representative (COR) certification within 4 months of start date.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Environmental Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience (GS-11): One year of specialized experience which includes: 1.) performing tasks and assignments for and environmental program which includes one or more of the following programs: environmental control and policies, NEPA (EA, EIS, Record of Environmental Consideration), construction design review and scheduling; 2.) reviewing construction and operation maintenance projects to assure compliance with all environmental laws and protection of sensitive areas; and 3.) assisting with environmental assessments and environmental impact studies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience (GS-12): One year of specialized experience which includes: 1.) reviewing construction and operation maintenance projects to assure compliance with all environmental laws and protection of environmentally sensitive areas; 2.) preparing environmental assessments and environmental impact studies; 3.) monitoring contract progress and reviewing work for technical sufficiency; 4.) preparing various scope of work statements for the procurement of services provided by Architect/Engineer firms; and 5.) managing an environmental program which includes one or more of the following programs: environmental control and policies, NEPA (EA, EIS, Record of Environmental Consideration), construction design review and scheduling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 grade. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
