This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for development and implementation of an assigned area of Fort Belvoir's environmental program including Clean Water Act (CWA) permitting, spill prevention control, surface water quality, solid waste, hazardous waste, air quality, noise. May be responsible for development and implementation of programs such as land use planning, safe drinking water, Resource Conservation and Recovery Act (RCRA) inspections and management, Erosion and Sediment Control (ESC) inspections. Plans and executes the assigned Environmental Performance Assessment and Assistance System (EPAAS) program. Executes the Drinking Water and Wastewater Program. Completes spill response to spills, illicit discharges, and unauthorized discharges including all reporting, documentation, and incident closeout. Prepares various scope of work statements for the procurement of services provided by Architect/Engineering (A/E) firms.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must complete a minimum of one documented training for Environmental Law by the end of the second year of employment.
  • The incumbent is required to complete Spill Response Training within the first year of employment.
  • The incumbent is required to take and pass the Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-hour certification within the first year of employment.
  • The incumbent is required to obtain the Contracting Officer Representative (COR) certification within 4 months of employment.
  • A Secret security clearance is required.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Environmental Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes completing compliance investigations, inspections of drinking water and wastewater, and/or hazardous materials/spills; knowledge about drinking water and wastewater regulations; sampling and reporting; Clean Water Act (CWA) permitting; and construction design review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
