This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Pittsburgh Field Office- Field Branch-Regulatory Team, located in Green Tree, PA.

Duties

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Responsible for providing and maintaining office programs and services designed to monitor State and Federal programs and administers a Federal program on lands not subject to a State or Tribal program. Performs inspection, enforcement, and abandoned mine land (AML) field activities required by SMCRA and OSM regulations. Schedules and coordinates inspections with Tribal/State and other Federal agencies as appropriate. Provides overall direction, policy formulation, and general professional and administrative monitoring of the Field Branch inspection and enforcement programs and the AML inspection activities for the Field Branch. Oversees/supervises the Surface Mining Reclamation Specialists, including periodically accompanying them to mine sites to review their work; reviews and plans for daily work operations and sets priorities; reviews requests for material, supplies, and equipment. Complies with management's program and production goals, priorities, and major work schedules. Conducting inspections, reviewing/interpreting permits and preparing comprehensive inspection reports for coal mining and/or reclamation activities. Ensures that the Field Branch conducts the necessary emergency and citizen complaint investigations. The Office of Surface Mining Reclamation and Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. The telework site must be located within the Pittsburgh Field Office area of responsibility, as approved by the Field Office Director. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Requirements

  • You must be a U.S. citizen
  • Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
  • Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
  • May be required to successfully complete a probationary period
  • Suitable for Federal employment, determined by a background investigation
  • This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Reviewing and analyzing the efficiency and effectiveness of programs, practices, policies, and regulations, and identifying matters requiring corrective action. Applying Federal and State laws and regulations related to coal mining activities. Conducting inspections, reviewing/interpreting permits and preparing comprehensive inspection reports for coal mining and/or reclamation activities. MUST MEET ALL. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
