About the Position: Chief of Installation Human Resources (S1) with supervision and responsibility for a wide variety of human capital activities. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c).

Duties

Oversee the development, review, analysis, and coordination of and provide advice to management concerning various Human Resources (HR) support functions. Utilize a broad knowledge of HR programs, regulations, and policies to perform assigned responsibilities and special projects, ensuring actions taken align with the organization's goals and requirements. Plan, manage and direct management improvement programs, projects and operations. Liaison with higher headquarters and Civilian Personnel Advisory Center (CPAC) personnel to obtain, clarify, or submit information pertinent to HR issues or any special projects assigned. Exercise a full range of personnel management authority and responsibility over subordinates. Provide advice pertaining to leadership development, manpower management, recruitment/retention, EAP, ASAP, training, and other related HR activities. Analyze management actions to determine how they align with organization goals and requirements. Develop and/or report installation HR metrics and provide recommendations to improve processes.

Specialized Experience: One year of specialized experience which includes establishing comprehensive process improvement and process standardization programs for an organization; Advising managers on human capital operational areas such as workforce development, recruitment, retention, benefits, personnel and manpower management, work processes, work flows, staffing requirements, human factors, and quality controls; Directing and coordinating activities based on guidance received from higher level authorities; and Developing and promoting policies, procedures, concepts, and solutions for complex programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
