About the Position: Serves as Realty Specialist in the General Fund Enterprise Business System (GFEBS) within the Facilities Engineering Division of the Directorate of Public Works (DPW) at Fort Knox, KY.
This position will be filled at either the GS-05 or 06 level. Noncompetitive promotion to the full performance level is authorized.
Duties
Provides coordination and verification for leases, licenses, permits, easements, out-grants, disposal and utilization of property.
Uses a variety of automated software such as (Microsoft word, Excel, Microsoft Exchange, Microsoft Access, property accountability software, electronic mail, etc.) and computer equipment for management.
Develops and maintains documentary control of all real property records and files to include Real Property Voucher Book.
Serves as key control for the Master Planning Division.
Manages and maintains vacant buildings, which are under real property control, to include facilities programmed for demolition.
Determines maintenance requirements and prepares work orders which may involve but are not limited to carpentry, plumbing, electrical, mechanical, masonry, and painting work.
Provides real property support by maintaining inventory data and financial records, pertaining to the management of land, buildings, facilities, roads, utility systems, recreational areas, communications and other related infrastructure.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to pass a pre-placement medical and annual medical surveillance exam in accordance with Occupational Health requirements.
- Must possess or obtain and maintain a valid state driver's license, and any installation, DOD and/or Federal license or certification required for vehicle operated.

Qualification at the GS-05 Grade Level: One year of specialized experience at the GS-04 grade level or equivalent performing duties that include: 1) Working with a team lead to complete periodic inventories and/or tracking assigned property at an organizational or company level; 2) Coordinating property transactions by assisting with the verification of property documents; and 3) Conducting research to prepare appropriate work orders for approval.

Education: Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Qualification at the GS-06 Grade Level: One year of specialized experience at the GS-05 grade level or equivalent performing duties that include: 1) Working with a team lead to complete periodic inventories and tracking assigned property at an organizational or company level; 2) Coordinating property transactions by assisting with the verification of property records, leases, licenses, permits, easements, out-grants, disposal records, and utilization documents; 3) Updating information in an automated system to maintain accurate property accountability; and 4) Conducting research to prepare appropriate work orders which may include maintenance repairs and inspections such as, carpentry, plumbing, electrical, mechanical, and masonry.
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as [Real Estate, Supply Chain Management, Logistics or Procurement, and/or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
