THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), Position Description Number D1295000 and is part of the IL FMS 9, National Guard.

Duties

As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), WS-5801-13, you will provide overall direction and coordination of subordinate work activities and functions. Work operations involve scope, volume, and complexity that they are carried out by subordinate supervisors in two or more separate organizational segments or groups, and are controlled through one or more levels of supervision. Major Duties - This is NOT an all-inclusive list: Assure that subordinate supervisors effectively carry out policies to achieve management objectives. Recommend promotion or reassignment of subordinate supervisors, makes formal appraisals of their performance, and determines their training needs. Schedule leave of subordinate supervisors, reviews personnel actions, and performance appraisals initiated by them, acts on personnel problems referred by subordinate supervisors, and maintains administrative records. Serve as a management representative at hearings, meetings, and negotiations involving labor management relations. Plan on a quarterly or longer basis, the overall use of subordinate personnel and resources under their control. Determine resource requirements, materials, the number of subordinates and the types of skill necessary to accomplish long-range work schedules. Allocate resources and distributes work to organizational segments or groups under their control. Analyze work plans developed by subordinate supervisors and monitors the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements. Obtain prior approval of changes that would modify or deviate overall work schedules or affect work operations controlled by supervisors not under their control. Assign and explain work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Review and analyze work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Warrant Officer - Minimum Rank CW3 - Maximum Rank CW4 GENERAL EXPERIENCE: MUST possess experience or training leading to an extensive knowledge of the mechanical makeup, operation, and working relationships of complex interconnecting systems, assemblies, and parts for a variety of combat, tactical, commercial, special purpose vehicles, and equipment; ability to diagnose, repair, overhaul, and modify interconnected complex systems on a variety of combat, tactical, commercial, special purpose vehicles, and equipment; extensive knowledge of state of the art electrical, electronic, complex hydraulic, pneumatic, and other major non-mechanical systems that have a functional relationship and effect on the operation of major mechanical systems; extensive knowledge of hydraulic lifting, loading, turning, and positioning systems and their mechanical, hydraulic, pneumatic, electrical, and electronic controls; skill and knowledge to develop or improvise methods, alter parts, and make repairs in the absence of technical guidelines (such as modifying parts to fit and mesh into systems for which the parts were not designed); improvise modifications to equipment to correct recurring malfunctions; and design modifications to meet special test requirements or other special needs. SPECIALIZED EXPERIENCE: WS-13 Level MUST possess, in addition to the journeyman level knowledge, at least 36 months of experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel; experience which required the review of work requirements and establish priorities to meet deadlines; experience that provided knowledge of various lines of work performed by this function; experience in adapting existing equipment and techniques to new situations. SPECIALIZED SUPERVISDORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
