This position is located in the Office of the Administrator (OA) Compliance and Security Division (CSD).
The incumbent serves as an agency expert and authority on a variety of matters related to the compliance matters, and provides support to the Senior Director, Director, and the Compliance Review Program Managers on a variety of matters that are critical to the agency's compliance review programs.
This is a non-bargaining unit position.
Duties
The duties may include, but are not limited to:
Adequately safeguarding FAS resources, assuring the accuracy and reliability of data furnished to FAS, and assuring compliance with applicable laws, regulations, and FAS policy.
Provides training and/or mentoring to other Compliance Review Specialists.
Conducts thorough and timely reviews of other Specialists' compliance reports; and readily shares information that may impact others within the division, as well as other program areas.
Reviews and evaluates existing and proposed legislation and regulations to determine the impact they may have on FAS operational systems and processes, and whether they have adequate safeguards to detect or prevent fraud, waste, and mismanagement.
Conducts comprehensive on-site reviews of FAS program participants' financial systems, records, and transactions and assesses participants' internal controls.
Requirements

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience:
Applying laws and regulations to inspection, investigation, enforcement, and/or compliance work.
Protecting agency resources against fraud, waste, loss, and misappropriation through financial and compliance reviews, program analyses, and investigations.
Using automated systems and software applications to establish and manage program data bases, track project and program activities, make long and short-term projections, generate budget estimates, and identify resource requirements.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
