Duties

This position serves as the Supervisory Park Ranger (I) of Tonto National Monument: Incumbent manages the park's interpretive and education program, including 5 full-time staff, seasonal staff, volunteers, and interns. The program includes management of one visitor center, which serves approximately 40,000 visitors per year, and a variety of wayside exhibits, programs, and events intended to give visitors an opportunity to make a connection with the park and the stories its resources have to tell. The program also includes a growing social media presence and efforts to provide bridges between proactive science conducted in the park and various public audiences. The incumbent serves as the Recreation Fee Manager, providing training and oversight to the entire park. The incumbent is the primary liaison with the cooperating association, Western National Parks Association, a non-profit organization that operates a bookstore in the visitor center and works cooperatively with the park to staff information desk. The incumbent serves as a key member of the park's management team and is expected to be the primary point of contact with a variety of partners and cooperating agencies. The incumbent serves as the Special Park Uses Coordinator and Commercial Use Authorization Coordinator, environmental education program lead, special emphasis programs lead, the Volunteer-in Parks and Student Conservation Association Programs lead. The Monument's peak season is November through April, with March being the busiest month. Due to the nature and limited resources in the Interpretation Division, the Supervisory Park Ranger is an integral part of core operations and participates in Upper Cliff Dwelling tours, Lower Cliff Dwelling shift coverage, and visitor center shift coverage. The incumbent may be required to cover operations or shifts on weekends/holidays when illness or other unexpected schedule changes take place. AREA INFORMATION: Situated in south-central Arizona, near the small rural community of Roosevelt, AZ, the park is approximately 100 miles northeast of Phoenix, 50 miles southeast of Payson, and 30 miles northwest of Globe, AZ. Lake Roosevelt, a major boating and fishing destination, is located just north of the monument. The monument was established December 19th, 1907, as one of America's first National Monuments. The monument is primarily a cultural resource area consisting of 1120 acres, with five cliff dwellings, two of which are open to visitors. Vegetation and wildlife common to the Sonoran Desert flourish within the park boundaries. The staff operate a Mission 66 style visitor center with museum exhibits, audio visual area, outdoor amphitheater, and office space for employees. There is a designated picnic area with comfort stations available to park visitors as well. Park Headquarters, the Maintenance Shop, and the housing area are in a restricted access area located off the entrance road.

Qualifications

All qualifications must be met by the closing date of this announcement-01/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: coordinating, managing, and directing interpretive digital offerings on all approved NPS social media platforms, as well as managing the park's website; Developing a long term plan for Public Information and outreach; Acting as Agreement Technical Representative and managing the agreement with an approved park youth partner such as SCA; Writing effective projects for PMIS and managing all financial aspects of funded projects. This includes logistical management, financial (budget) management, and human resource management. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph. D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related fields include: natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
