The incumbent is the Secretary to the Chief of Community Care. Performs secretarial duties in support of an individual and in some cases, the subordinate staff of the individual as well, by performing general office work auxiliary to the work of the organization. The Secretary is responsible for assisting in the coordination of information within the Community Care Service.
Duties
Office Operations
The incumbent is regularly involved in high level contacts with visitors and callers from such organizations as: congressional offices, state and local officials and the general public. Acts as liaison to other managers and staff within CAVHCS and provides accurate advice on procedures, reports, requirements and other matters necessary to implement CAVHCS policies, directives and instructions.
Management Support
Schedule appointments, coordinates meetings, and /or schedules conferences using Microsoft Outlook Calendar. Provides general calendar maintenance, such as arranging for meetings and small conferences, administrative details, or follow up on action items with appropriate staff members independently. Researches and provides background on subject matter of meetings without direction. Screens all calls and visitors, answering most questions and completing most business involving established policy or routine matters without referring people to the supervisor. Arrange meetings including making reservation for meeting rooms and notifying all participants.
Timekeeper
Incumbent maintains time and attendance for full-time and part-time employees under Title 38; as well as, administrative staff. Utilizing certified time schedules, enters time and attendance into VATAS daily. Comprehensive knowledge is required for VHA and Civil Service regulations to ensure that each category is recorded correctly. Incumbent must deal with the recording of annual leave, sick leave, LWOP, authorized absence, AWOL, non-pay status, restored annual leave, night and evening differential, Saturday and Sunday premium pay; overtime hours worked, compensatory time earned and used, holiday pay, excused holiday time; coding of continuation of pay for traumatic injury; unscheduled work hours for part-time and intermittent employees' military leave/court leave, compressed work week schedules.
Maintains files pertaining to the timekeeping function. Assists in records storage/disposal and in maintenance of manuals and regulations. Keeps a record of overtime for each pay period. Assists with clearance procedures of employees at termination of employment.
Travel Arrangements
Makes all necessary arrangement for travel, arranging schedule of visits, making transportation and hotel reservations, notifying organizations and officials to be visited, keeping in touch with the Chief of Community Care in route and submitting travel vouchers and reports.
Work Schedule: Monday through Friday - 8am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently performing a variety of clerical and administrative duties to include but not limited to scheduling and maintaining appointments, advising management and staff on established policies, procedures and methods governing miscellaneous clerical and administrative matters, coordinating meetings and conferences, preparing travel arrangements, composing and finalizing office correspondence using a variety of software and performing timekeeper functions.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Workload is varied and requires some extended periods of standing, reaching, bending, stretching, walking, and carrying light items, such as papers, books, small parts, or driving an automobile. Eyestrain is not uncommon since a great deal of time is spent inputting data into the computer. Work involves extensive use of the computer/keyboard.
