Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Data Scientist, you will:
Serve as an authoritative source to OCFO (Office of the Chief Financial Officer) Systems and other offices in data management and statistical areas with respect to all phases of study design, data analysis, and statistical interpretation of the results relating to projects under consideration.
Lead the planning, development, implementation, and administration data, reports, data storage, and data retrieval.
Develop predictive analytics tools and methods in order to assist in anticipating future agency program and project needs.
Translate medium to complex concepts, findings, and limitations into concise, plain language.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Performing quantitative and qualitative analysis for financial cross sectional data; AND
Collecting data through multiple mechanisms (e.g., surveys or HUD systems) for data analysis; AND
Preparing and delivering technical/narrative reports for making program decisions; AND
Reporting results or trends in graphs, charts, or dashboards.
Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Independently conducting complex data analysis and interpretation; AND
Applying advanced data science techniques, statistical methods, and machine learning algorithms; AND
Preparing and presenting data reports to inform program decisions; AND
Proficiency in data management, data quality assurance, and data visualization.
Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
Conducting data collection and analysis independently; AND
Applying intermediate data science techniques and methodologies; AND
Preparing data reports and visualizations; AND
Knowledge of data management, data quality assurance, and data mining.
OR Education: You may substitute education for general or specialized experience as follows: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Basic Requirements
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
