About the Position: Serves as the Government Environmental, Safety and Occupational Health Specialist (ESOH) for a Government-Owned, Contractor-Operated (GOCO) facility located in Scranton, Pennsylvania.

Duties

Provides contract management, oversight, and in process surveillance to ensure the operating contractor is executing the Environmental, Safety, and Occupational Health (ESOH) programs in accordance with the contract, all laws and regulations. Ensures reporting requirements are met in accordance with the operating contract’s Contract Data Requirements List (CDRL). Coordinates the establishment of policies involving Environmental Safety and Occupational Health (ESOH) risk management when regulatory guidance is lacking or incomplete to minimize the effect of hazardous production operations. Applies knowledge of hazardous conditions, materials, and operational execution to assess risk to government property, equipment and personnel. Coordinates with operating contractor personnel in the development and oversight of risk-reduction strategies.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes identifying environmental hazards, knowledge of storage methods and hazard classifications, assisting in Environmental, Safety, and Occupational Health (ESOH) surveillance programs to minimize hazards and minimize risk to personnel in industrial operations, while providing oversight of the coordination, surveillance, and execution of the ESOH programs in accordance with established safety and occupational health laws, standards, regulations, practices, and procedures to eliminate, mitigate, and or control potential hazards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
