The Office of Tribal Government Relations was established by the Secretary to carry out the responsibilities of establishing, maintaining and coordinating a nation-to-nation, federal-tribal relationship with the more than 574 Federally-Recognized tribal governments in the United States. The Executive Director has supervisory responsibilities for four field-based GS 14 level program specialist located throughout the country and one GS 14 program specialist located at VACO.
Duties
The Executive Director, Office of Tribal Government Relations:
1. Leads, manages, and directs consultation between the Department and tribal governments in the development and implementation of laws, regulations, and policies by the Department to improve programs and services to Native America Veterans.
2. Advises the Secretary, DAS-IGA, and VA leadership on tribal matters.
3. Researches, plans, develops implements and evaluates policies and initiatives to improve the access and delivery of benefits and services for Native American Veterans.
4. Improves communication, consultation and coordination between key Administration officials and tribal governments.
5. Works very closely with other key Department of Veterans Affairs (VA) officials on cross-cutting programs and issues and is responsible for the coordination, development and implementation of consultative initiatives to maximize the cooperative relationships between the Department and tribal governments.
6. In coordination with the Office of Congressional and Legislative Affairs (OCLA), serves as a primary point of contact between the Department and Congressional offices and committees in the administration of federal-tribal relations when required.
Requirements
- US citizenship is required.
- One year probationary period required for initial SES appointment.
- Males born after 12-31-59 must be registered for Selective Service.
- Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of drug screening required.
- Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
- May be subject to reassignment geographically or organizationally.
- VA structures its SES positions into pay bands. This is a Pay Band 2 position and the salary range is $141,022 - $204,800. Exceptions to the cap of the range may be considered in certain circumstances.
Qualifications
To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Challenge. Describe a specific problem or goal.
Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc).
Action. Discuss the specific actions you took to address a challenge.
Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. TQ1: Demonstrated leadership and program management experience in formulating and implementing results-oriented strategies in establishing, maintaining, and coordinating nation-to-nation, federal-tribal relationships with Federally- Recognized tribal governments in the United States; demonstrated experience in intra and interagency working groups to coordinate services to Native American Veterans; demonstrated leadership experience in managing and coordinating the activities of senior level program analysts and specialists.
