This position is located in the Project Management Branch of the Division of Engineering Services. The purpose of this position is to provideprofessional general engineering expertise in the evaluation of project design proposals, contracted Architectural-Engineering performance andconstruction contracts, in concert with the assessment of proposals by departmental and health program specialist. The incumbent reports tothe Deputy Director, Project Management Branch.
Duties
Manage and direct assigned design and construction activities in direct-federal and federally-assisted projects. Participate in facility condition surveys on Federal owned installation to assess the existing architectural design. Monitor project progress, recommend adjustment of funding, schedules, and work for completing projects.
Use Earned Value Management as a means of tracking and evaluating progress. Review project schedules, evaluates the effectiveness of contractor's performance of meeting contractual, technical and administrative requirements. Provide input to the management system for internal control of projects to include: assignment, tracking, reporting, coordination, and financial status.
Make recommendation for changes in design, specifications, or method of operation to best accommodate changes in site conditions or to expedite construction schedule. Review technical designs completely by A/E firms with the responsibility of recognizing and rejecting unacceptable submittals, and assuring that the construction contract documents satisfy the terms of the design contract and enforces compliance with NFPA 101 Life Safety Code.
Provide technical general engineering support and general contract administrative support for the contracting officer. Serve as a member of the Selection Board for procurement of A/E services under the Brooks Act and other professional services. The incumbent is required to obtain a Federal Acquisition Certification for FAC-COR Level III or obtain this certification within twelve (12) months of beginning in this position.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one programaccredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five ofthe following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluidmechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregatestructure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soilmechanics, or electronics.In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Examples of Qualifying Specialized Experience must include, but is not limited to:
1. Experience providing professional engineering expertise in evaluating project design proposals, contracted Architectural-Engineering performance, and construction contracts; AND,
2. Experience serving as a senior level engineer with overall responsibility for the technical and business management of major building or sanitation facility projects from the preliminary planning stage through design, construction, equipment installation, commissioning, and warranty period.
SELECTIVE PLACEMENT FACTOR
The selected individual is required to hold and maintain a Professional Engineer License issued by a U.S. State or Territory. If licensure is not maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
CONDITION OF EMPLOYMENT
The incumbent in this position is required to obtain a Federal Acquisition Certification for Contracting Representatives Level III. (FAC-COR Level III) within 12 months of employment. Training to support attainment of this condition of employment will be funded by the employer.
Time In Grade: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
