This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), James E. Van Zandt VA Medical Center. The incumbent assists the supervisor with oversight of the Fleet Management Program for government vehicles for the facility, to include geographically dislocated areas, such as the Community Based Outpatient Clinics (CBOCs). The purpose of the position is to aid in all matters relating to the Altoona VAMC's continually expanding fleet of vehicles.
Duties
The Transportation Assistant will assist the Boiler Plant Supervisor, who has oversight of the continually expanding Fleet Program for the facility to include the oversight of approximately 140 vehicles: 18 VA-owned, 27 utilized by DAV, and 90 General Services Administration (GSA) leased which are utilized, parked and serviced within 13 separate Counties throughout the state.
Major Duties of a Transportation Assistant include, but are not limited to:
Coordinating the data submitted by various services for fleet vehicles
Continuously researching rules, regulations, policies, and procedures (i.e., Center for Engineering & Occupational Safety and Health (CEOSH), state license requirements, local Medical Center Policies (MCPs), CARF requirements, Standard Operating Procedures (SOPs), GSA regulations, Environmental Protection Agency (EPA) requirements, Alternative fueled vehicle (AFV) requirements, etc.) to ensure that the facility is always in compliance
Coordinating obtaining VA license plates (this communication may be in person, by phone, fax, e-mail, letter or memo), processes all station-owned and DAV gas receipts, complete monthly EZ Pass/GPS audits, manages fleet vehicle keys and key logs
Monitoring fleet card accounts and reviews statements checking for fraud or misuse
Reporting account irregularities and card loss or theft to the supervisor and Fleet Card Agency/Organization Program Coordinator (A/OPC)
Communicating effectively both orally and in writing with a wide range of individuals with varying levels of understanding
Serving as technical advisor to the supervisor, in the modification of fleet systems, to meet the needs of the facility
Performs other duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
GS-06 Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: interacting with all personnel including other government and non-government agencies, contractors, and vendors; communicating agency and local policies to employees using vehicles and equipment; and maintaining a serviceable government vehicle fleet.

Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending, reaching and driving as required. Incumbent will also need to perform work outdoors, exposing them to extreme weather conditions throughout the year.
