VHA has adopted the HR Modernization and Shared Services Implementation to organize and consolidate essential HR functions and services to the VISN level related to the acquisition, compensation, retention, and performance of staff, as well as the consistent execution of HR-related administrative functions to benefit both staff and Veterans.
These positions are onsite positions and some telework may be authorized to highly qualified applicants.
Duties
The Human Resources Specialist (Recruitment/Placement) applies a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Human Resources Specialist provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area, and resolves difficult and controversial internal and external staffing and placement problems. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-09 position you must have served 52 weeks at the GS-07 grade level.
For a GS-11 position you must have served 52 weeks at the GS-09 grade level.
For a GS-12 position you must have served 52 weeks at the GS-11 grade level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Simply meeting the time-in-grade requirements does not automatically make you qualified for the positions, you must have detailed experience performing the duties listed on your resume in an Human Resources related position.
Specialized Experience: In addition to meeting the basic requirements for the series, applicants must also possess the specialized experience required for specific grade levels.
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience at this level would typically include, but are not limited to: applying a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; evaluating applications and resumes; advising management on various types of appointments, the procedural and regulatory requirements governing the merit promotion process; preparing vacancy announcements; and using a variety of standardized recruitment strategies to aid in strategic recruitment planning. Education: Applicants may substitute a Master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (TRANSCRIPT REQUIRED)
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience at this level would typically include, but are not limited to: interpreting regulations on his/her own initiative; applying new methods to resolve complex and/or intricate, controversial, or unprecedented HR issues and problems; evaluating applications and resumes using OPM and VA qualification standards; providing input and consultation for managers and supervisors regarding personnel actions, job announcements and applicant referrals; preparing vacancy announcements; processing a variety of requests for personnel actions; ensuring that placement actions and other authorized actions comply with regulatory requirements. Education: Applicants may substitute a Ph.D. or equivalent doctoral degree, three full years of progressively higher- level graduate education leading to such a degree, or an LL.M. if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (TRANSCRIPT REQUIRED)
GS-12:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience at this level would typically include, but are not limited to: performing full range of recruitment and placement functions related to Title 5, Hybrid Title 38 and Title 38 positions; evaluating applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifying eligibility, and rating/ranking applicants; providing authoritative advice and guidance in areas, such as processing personnel actions, staffing and recruitment, classification and position management, and compensation issues, including special pay and incentives; developing recruitment strategies; and gathering human resources data (e.g., turnover/vacancy rates, salary survey results) for reporting purposes. Education/Experience Combination: Applicants may substitute education and experience. To qualify based on education/experience for this grade level you must have a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
