The primary purpose of this position is to exercise second level supervisory and managerial authorities over a layer of subordinate supervisors. To manage and direct the functions of the Financial Management and Comptroller Office for an Air Force Wing; including coordination and development of the complete financial program throughout the organization; with subordinate groups and squadrons, and supported tenant or associate units.
Duties
Plans, organizes, and directs the activities of 439 AW/FM, ensuring that 439 AW/FM complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 439 Airlift Wing with a variety of installation and functional area organizations.
Financial Planning and Reporting Develops an integrated financial planning and reporting process which involves both long range plans and well as the current fiscal year budget to forecast factors such as manpower, cost and fiscal data, performance standards, workloads, and backlog tabulations, etc., and planned programs changes.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- This is a key position incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency are not available
- This position is designated mission essential during emergency situations based on local conditions
- A (one) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of operations-level professional budgeting, accounting, cost analysis, and financial management services through consultation, presentation, formal and informal reports, and direct work on executing and maintaining the agency budgeting system and performing cost analysis projects; to resolve significant problems in the budget system planning and execution for a local tenant wing and supported units.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of budgetary, accounting, or financial management functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the unit; in order to develop, coordinate, and maintain an integrated system of financial services.
Knowledge of financial management and organizational systems and techniques, mission
and functions of the organization, and program activities to analyze and interpret financial data/reports, schedules, etc.
Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively and efficiently complete assignments.
Skill in planning, organizing, and conducting special/recurring projects and assignments to ensure accomplishment of program directives and to meet deadlines.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
Ability to plan, organize, and direct the functions and staff of the organization as a second level supervisor; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
