This position is a VA Central Office position in the Pharmacy Benefits Management Service Office (PBM), Center for Medication Safety (VAMedSAFE) Program and PBM Outcomes Research, a division of Patient Care Services. The position is physically located at the Hines VA Medical Center campus, where the PBM leases office space.

Duties

Major duties include but not limited to: Program Administration Leads in administering programs concerning such matters as merit promotion and position management. Establishes HR/Equipment/Space Policy for the unique and/or complex organization. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Responsible for development of agendas and minutes for national meetings. Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Authorized to be control point clerk for orders for supplies, services, and equipment. Charged with the responsibility of operating within the authorized budget. Directs the information from VA pertaining to research studies specific to the Center for Medication Safety that have been approved (or requires approval) by a Research and Development (R&D) Committee and Institutional Review Board (IRB). Direction/Long-Range Planning Develops both long and short-range policies and plans for the organization by coordinating the administrative needs of the medication safety program. Provides formularized planning direction for the medication safety program. Manages and coordinates all administrative aspects of the PBM's medication safety program. Responsible for development and implementation of policies and procedures for the VAMedSAFE program. Recognizes the need for new polices and bring such policies to the attention of the Director of the VAMedSAFE program. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Purchasing/Contracting Officer Technical Representative (COTR) Manages procurement and contracting for the VAMedSAFE program. Manages contracting and procurement for small procurements that require varying approaches. Key responsibility for several contracts, tracking, certifying, and balancing submissions for contracts for service. Budget Guidance and Administration Develops the need for and maintains an awareness of available resources, and makes recommendations to PBM management regarding needs, distribution or redistribution of these resources. Full authority for a large number fund control points. Gathers and analyzes budget needs of the VAMedSAFE program and supervises all phases of budgeting within administrative requirements. Plans a system of internal control which assures the fiscal management of the VAMedSAFE program will be maintained on a sound basis in accordance with generally accepted accounting practices. Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Work Schedule: Monday thru Friday, 7:30 am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

o qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing procurement requests, statements of work, and act as COTR for VA MEDSafe contracts; knowledge of budget processes, procedures, and requirements to formulate, justify and monitor the execution of VAMedSafe's administrative budget; knowledge of medication safety and pharmacovigilance programs associated with Food and Drug Administration, and other federal agencies; Develops and/or provides assistance for realistic performance standards and/or position descriptions which relate to organizational goals and objectives; skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; Records Management Program experience. You will be rated on the following Competencies for this position: Attention to Detail Creative Thinking Customer Service Decision Making Planning and Evaluating Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary although some light physical efforts may be required.
