This position is organizationally aligned under the Engineering Service Line, Projects & Development Section, at the Ralph H. Johnson VAMC (RHJ VAMC) a complexity Level 1A VHA medical facility. The primary purpose of the position is to function as an Engineering Project Manager over work performed at the RHJ VAMC and its Community Based Outpatient Clinics (CBOCs).

Duties

MAJOR DUTIES: Oversees and coordinates project management activities during the construction period of projects. Provides contractor direction and contract oversight of assigned construction activities and project milestones. Coordinates with internal and external stakeholders to complete projects. Ensures construction and patient/public safety/infection control risks are appropriately reduced, mitigated, or shifted during all phases of construction. Acts as the Contracting Officer's Representative (COR) for assigned procurement packages and contracts and works closely with Contracting Officers to ensure contract requirements are met. Conducts inspections of work to ensure compliance with contract documents and requirements. Reviews plans and work progress with contractor(s) and Contracting Officer(s). Prepares and processes documents necessary to complete construction contracts, including progress reports, progress payments, payrolls, submittals, inspection reports, contract modifications, time extension requests, etc. Completes contract performance reporting requirements as required by the Contracting Officer(s). Participates in the preparation of feasibility studies, scopes of work, cost estimates, and other required documentation to support project planning. Provides solutions to problems that may arise in the daily accomplishment of projects. Complex situations may require adaptation or modification of conventional methods, precedents, and best practices. Conducts investigations to develop project scope. Explores background information from various sources and facilitates the consultation of others in evaluating information and selecting approaches to study the issue. Prepares project outlines that include preliminary and final layouts. Knowledge of civil, electrical, mechanical, structural, and other engineering concepts, principals, and methods applicable to varied and complex facilities engineering assignments sufficient to aid in effective project management and processes related to complex projects. Knowledge of construction methods, procedures, and materials to complete healthcare construction and renovation projects. Knowledge of government contracting procedures, regulations, and guidelines. Broad understanding of federal, state, and local jurisdiction regulations for the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 and for the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Contracting/Procurement: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Public Planning: Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Physical Requirements: he work is a combination of sedentary and requiring mild physical effort and exertion such as walking, standing, climbing ladders, walking on roofs or uneven ground, entering small spaces, brief periods in non-permit required confined spaces, carrying light items such as drawings or specifications, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe installed work and construction activities in construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty, in close quarters, and lifting of light to moderately heavy items weighing less than 50 pounds. There may be occasions requiring the lifting, maneuvering, or moving of items weighing more than 50 pounds with or without a team.
