About the Position: Serve as an Appropriations Manager for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD).
Position may be filled in one of the 7 LRD District locations or LRD Headquarters in Cincinnati, OH.
Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years and may be made permanent without further competition.
Duties
Serve as Appropriations Manager for the Operations and Maintenance (OM) Appropriation Fund.
Assist in programming and budgeting for the Civil Works Mission of the Great Lakes and Ohio River Division (LRD) which annually approximates $1 Billion.
Require knowledge of study and project cost estimates, schedules, economic benefit-to-cost ratios, efficient construction progress, and impacts of the National Environmental Policy Act (NEPA) on project and program execution.
Provide staff oversight and technical/quality review in the assigned program area to district Program Management offices and LRD District Support Team (DST).
Analyze, review, and edit budget justification data and program proposals and capability data for the specifically assigned Appropriation Fund and assists the Division Chief in developing recommendations of the Division Commander

Specialized Experience: One year of specialized experience which includes providing guidance and technical assistance in programming and budgeting of Civil Works projects; initiating required action in program planning, scheduling, and budgeting; and managing cost estimating support and assisting in the allocation and control of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
