GS-07: The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Audio Production Specialist, GS-1701-09.

GS-09: To provide the full range of technical and administrative production assistance to prerecorded and live television programs; live and prerecorded radio broadcasts; motion picture films; and/or other similar productions, such as slide presentations with sound accompaniment.
Duties:
GS-07 and GS-09:
Serves as the producer, director, scriptwriter, videographer, and editor for original but well-precedented audiovisual productions.
Edits a variety of audiovisual media for productions of limited scope and complexity using established procedures and standard equipment.
Operates equipment used for the recording, production, reproduction, processing, broadcasting, distribution, storage, or exhibition of audiovisual products.
Assists in carrying out the public affairs program and produces materials that support the commander's public affairs goals.
Plans, organizes, and coordinates arrangements for personnel, equipment, accessories, and contract support required for successful completion of projects.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Audiovisual Production Series 1071
GS-07: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 (or higher), or equivalent in other pay systems. Examples of specialized experience includes producing audiovisual productions, developing production schedules, and coordinating staff activities; working knowledge of the principles, concepts, and practices of audiovisual production; applying knowledge of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services.
OR
EDUCATION: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of Audiovisual Production; or I have a bachelor's degree in with major study in photography, radio or television production, motion picture production, or other fields related to the position and am claiming Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position when combined must equal 100%. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Examples of specialized experience includes: 1) Applying knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in producing well-precedented audiovisual productions, developing production schedules, coordinating staff activities, and making administrative and logistical arrangements. 2) Providing knowledge of the principles, concepts, and practices of audiovisual production to independently perform recurring assignments. 3) Using knowledge of commonly used sources of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services. 4) Using analytical and evaluative methods and techniques to resolve procedural or factual problems. 5) Operating standard video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment. 6) Producing and directing an audiovisual production; edit films, video, and scripts; and create computer images for audiovisual products.

EDUCATION: Successful completion of a master's or equivalent graduate degree from an accredited college or university, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. NOTE: You must submit a copy of your transcripts with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communication factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work and consult effectively with coworkers.
GS-09:

5. Skill in operating standard video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment.
6. Ability to produce and direct an audiovisual production; edit films, video, and scripts; and create computer images for audiovisual products. Ability to communicate effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
