This position is located in the Bureau of Diplomatic Security, Office of the Executive Director, Office of Management Services, Policy and Planning Division (DS/MGT/PPD). You will serve as a Program Manager and are responsible for directing the development and implementation of policies and plans that govern the execution of Bureau programs. Also serves as senior advisor to the Office Director on all matters related to the strategic planning process within the Bureau.
Duties
Coordinates the development of national-level security policies on behalf of the Bureau and represents the Bureau at Interagency policy committee meetings. Initiates and leads discussions at meetings and oversees the development of the agenda.
Oversees the performance management process, ensuring performance standards aligned with mission requirements. Provides policy direction and guidance to the staff. Manages the resources assigned to the Division to ensure integrity and efficiency.
Provides leadership in managing overall policy development. Consults with senior program managers to ascertain the Bureau’s direction in major program areas. Directs the review of major legislative initiatives to assess the impact on Bureau programs.
Oversees the review and maintenance of the DS Functional Bureau Strategy, ensuring that it reflects the Bureau’s long-range goals and is consistent with the Department’s strategic plan.
Oversees the development and maintenance of the Bureau’s annual and long term program planning and performance monitoring system. Serves as the Bureau's central point of contact and coordination for all outside reviews, inspections and investigations
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience overseeing contractual solutions for program management and evaluation systems. - Experience reviewing and directing policy development in relation to short- and long-range goals. - Experience coordinating and responding to inquiries, reviews, inspections, and investigations from external organizations and the intelligence community.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
