As a Land Surveyor Senior Technical Specialist, the incumbent serves on the Land Services Team and is recognized as a subject matter expert in land surveying, survey data collection, and land surveying procedures and technologies. The incumbent provides technical support to WFLHD geomatics staff and reviews surveying services performed by Architect-Engineer firms. Incumbent researches, evaluates, and implements new methods, process, equipment, and techniques for surveying and mapping.

Qualifications

To meet the basic qualifications for this position, you must first meet (1) the Individual Occupational Requirements for the series, and (2) provide a copy of your transcripts or other applicable documentation for verification, then you must meet (3) the specialized experience requirements for the specific grade. Please review the following information before proceeding with the application process:  (1) All applicants must meet the Individual Occupational Requirements, under A, B or C below, to qualify for applying to a position in the 1373 series:  A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of education and experience - courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education. OR C. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. (3) Specialized Experience:  To determine if you are eligible, review the following grade specific details.  You will be asked a few questions as part of your application and you will need to verify how you meet this experience in your resume.   For the GS-13: On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included at least one of the following: Experience using concepts, principles, procedures, regulations, laws, and instructions applicable to Land Surveying; AND/OR Experience in providing technical and functional assistance in making decisions pertaining to Land Surveying; AND/OR Experience in preparing and/or executing programs, policies, procedures and activities in Land Surveying. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Surveying - Knowledge of the concepts, principles, theories, and methods used in the measurement or determination of land boundaries, distances, elevations, areas, angles, and other features of the earth’s surface. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
