Duties
As a (an) Unclassified Set of Duties, you will:
Manages, directs, and coordinates the operational activities in the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID).
Coordinates the development and implementation of NCEZID strategy to support CDC's preparedness and response goals and priorities.
Identifies needs and resources for new initiatives and assigns responsibilities for their development.
Long range planning and the request of sufficient resource allocation necessary for the organization, including the proper internal allocation of resources.
Develops and maintains high quality medical, scientific, and technical competence in the Center and assures that the Center's actions and programs reflect scientific integrity and operational effectiveness.
Develops, implements, and evaluates workforce development programs for internal CDC responders and external audiences with public health preparedness and response responsibility.
Develops budget formulation documents for NCEZID to support CDC's preparedness and response budget.
Evaluates the programmatic performance of all funded Center activities.
Plans, coordinates, and manages all aspects of program business services, including human and fiscal resources, procurement, cooperative agreements, space, and all administrative services.
Devises information technology practices and procedures and provides direction, planning, and evaluation for information technology systems and services, information security, and information resources for NCEZID.
Provides consultation, support, and service to NCEZID divisions for planning. Evaluation, policy, education and training, business and fiscal management, information resource, and workforce planning services.
Provides leadership and oversight of the Center's programs, preparedness, and response activities at CDC and across State/local governments, and biosecurity of select agent laboratories nationwide.
In the absence of the Director, serves as Acting Director, NCEZID. Represents the NCEZID Director on various committees and represents the Center on all programmatic, budgetary, and operational matters with full authority to speak and act.
Qualifications

Experience in oral communication techniques to serve as an agency representative, present findings and deliver briefings, explain and justify recommendations, and negotiate solutions to disputed recommendations.
Experience in written communication techniques to prepare reports used as the basis for key executive-level management decisions.
Experience in interpersonal relationship skills to establish and maintain practical and diplomatic working relations and secure support and cooperation.
Applicants must currently occupy a full-time Career or Career Conditional competitive service position within CDC/ATSDR or an Excepted Service position under the Schedule A, Schedule B, or Veterans Recruitment Appointment Authority within the CDC/ATSDR or Commissioned Corps equivalent, unless otherwise specified in the Announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
