The Cyber Threat Intelligence Integration Center (CTIIC) is the DNI's Intelligence Community (IC) lead for cyber intelligence issues. CTIIC is responsible for integrating IC collection and analysis on cyber intelligence issues, and for coordinating and supporting the IC in providing accurate, timely, comprehensive support to national policy and decision makers.
Duties
Major Duties and Responsibilities (MDR) Job Summary The Office of the Director of National Intelligence (ODNI)'s Office of the Cyber Executive (OCX) - Cyber Threat Intelligence Integration Center (CTIIC) serves as the Director of National Intelligences (DNI) node for cyber intelligence integration across the IC enterprise.
CTIIC is responsible for ensuring analytic integration of cyber intelligence across the IC (Analytic Integration Directorate), carrying out ICD-900 mission management and policy support functions through the Office of the National Intelligence Manager (NIM) for Cyber, and through PPD-41, and leading intelligence integration and support to respond to cyber incidents through the Cyber Response Group and the Unified Coordination Group.
Additional Summary Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers, collection agencies, and collection subject matter experts across the IC in order to coordinate the development of collection baselines and strategies, address evolving collection-related requirements, and promote the implementation of mission and enterprise objectives.
Lead, plan, and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior United States Government officials on collection-related initiatives or efforts in a manner that addresses their specified requirements, and provide recommendations that ensure IC strategic plans and programs align with strategic objectives.
Identify gaps and impediments that are negatively impacting successful plan implementation efforts and develop solid and well-researched recommendations for policies/procedures designed to reduce these gaps.
Develop strategy and justification documents that provide guidance to internal, ODNI, and IC-wide investment planning and programming activities.
Develop strong and compelling justification for ODNI and IC-wide collection-related investments.
Lead and oversee efforts to engage senior IC leadership on strategic priorities, intelligence collection needs and gaps, and cross-IC interdependencies in order to link resources to strategy.
Partner with ODNI staff, Functional, Mission, and Enterprise Managers, and IC elements to promote implementation of mission and enterprise collection-related objectives.
Lead, plan, and oversee the advancement of outreach activities within and beyond the IC to ensure long-term collection-related efforts are informed by the latest and best efforts across the U.S. Government, industry, and foreign partners.
Provide analysis and recommendations to ensure that ODNI and IC element plans and programs align with objectives of the strategic plan.
Lead and oversee the planning and completion of assessments to evaluate IC progress towards mission and enterprise collection-related objectives and determine how well the IC is postured for future environments.
Ensure that collection-related customer requirements have been conveyed to and coordinated with relevant the ODNI functions and the broader IC, including with functional managers and collection agencies.
Direct the setting of collection priorities for national intelligence related to assigned missions.
Develop integrated collection strategies for respective mission areas.
Conduct analysis and provide recommendations on "cross-target tradeoffs".
Lead efforts to determine the state of collection against assigned missions, identifying gaps against those missions, developing integrated, cross-intelligence collection strategies to fill gaps, working with functional managers to task collection activity against identified requirements and gaps, consistent with overall DNI guidance.
Build a community of interest to support efforts to address identified collection gaps.
Manage the identification of gaps and impediments that are negatively impacting successful plan implementation efforts and develop solid and well-researched recommendations for policies/procedures designed to reduce these gaps.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Five or more years of experience in technical collection, collection system development, collections requirements policy development and/or collections requirements management.
Extensive knowledge of IC organizations, their roles, responsibilities, advantages, and policy support mechanisms.
Extensive, demonstrated knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of all instruments of national power in protecting the U.S. and its interests abroad.
Demonstrated track record in championing path-breaking initiatives; solving tough problems in IC mission areas, to include identifying "root causes" for shortfalls and evolving needs; leading, managing, or overseeing a suite of projects to achieve common goals; and driving interagency progress.
Demonstrated ability to focus targeting and collection on coordinated intelligence gaps.
Demonstrated analytical and critical thinking skills, including the ability to think strategically; act tactically consistent with strategic goals and objectives; adapt views and approaches as needed; develop and coordinate recommendations leading to lasting change; and evaluate outcomes against requirements, goals and objectives; and see projects to successful conclusion.
Demonstrated ability to work effectively both independently and in a team or collaborative environment.
Demonstrated interpersonal and leadership skills and abilities to lead interagency working groups, build coalitions, work cohesively as a part of an integrated team, consider alternatives, and make recommendations.
Demonstrated oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity and to communicate effectively with audiences of varying seniority and expertise.
Demonstrated ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.
Education
Bachelor's Degree.
