The position serves as a Purchasing Agent for the Supply Chain for the Malcom Randall VA Medical Center and supported catchment area. This position primarily performs Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. This position will become a purchase card holder who fulfills acquisition requests in accordance with Federal and VA regulations, policy and procedures.
Duties
The position serves as a Purchasing Agent for the Supply Chain for the Malcom Randall VA Medical Center and supported catchment area. duties include but are not limited to:
Provides clerical support and coordination to approving officials and administrators.
Conducts open market research for purchases of routine equipment, supplies, and services.
Purchases various equipment, supplies, and services through the use of the government purchase card.
Preparing, controlling, and reviewing procurement documents and reports.
Incumbent retrieves documents from files to extract information for use in compiling reports and resolving discrepancies.
Verify or abstract information contained in documents and reports.
Provides administration and oversight on orders and services.
Contact vendors to get status of orders and expedite delivery.
Examines incoming procurement requests for completeness.
Maintain various procurement files.
Resolve a variety of shipment, payment, or other discrepancies.
Obtains facts for making decisions or recommendations.
Work Schedule: Mon - Fri, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Applicants must meet the specialized experience.
You may qualify based on your experience as described below:
GS-06 grade level: One year of specialized experience equivalent to the GS-05 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Provides clerical support and coordination to approving officials and administrators.
Conducts open market research for purchases of routine equipment, supplies, and services.
Examines incoming procurement requests for completeness.
Maintains accountable procurement records and auditing information.
Obtains facts for making decisions or recommendations.

Physical Requirements/Working Conditions: Requires some physical effort such as standing, sitting, walking, or bending. There are
no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
