This Medical Technologist position is with the Path and Lab Service Line of VAEKHCS. Medical Technologists at this level perform more complex laboratory functions. Duties may include specific targeted laboratory responsibilities or projects such as laboratory safety officer, analyzer specialist or quality control file maintenance. The duties and responsibilities include but are not limited to and may be asked to perform other duties as required: Serves as primary operator on new systems. Assumes responsibility to maintain operations including preventative maintenance and training of technicians and technologists on the operation of new test systems. Assists in writing procedures and other documents as directed. Oversight of the clinical training experiences of technical and professional level technologist or technician training programs in order to fulfill education and professional requirements (where training programs exist). Provides technician training and guidance to students, residents, staff and other employees. Recommends updated guidelines and policies in compliance with regulatory requirements for non-routine or complex assignments. Coordinates the laboratory competency program. Coordinates the Clinical Laboratory Improvement Act (CLIA) laboratory proficiency/survey program. Selects, performs, evaluates and monitors the performance of test procedures using manual and/or instrumental techniques in accordance with established protocols. Recognizes and reacts to indicators of malfunction; locates and implements corrections. Conducts quality control procedures on equipment, reagents and products and maintains proper records for quality control reports. Calibrates, standardizes, adjusts and maintains instruments. Verifies correct instrument operation using established procedures and quality control checks and monitoring. Identifies the cause of common problems and makes simple repairs. Responsible for maintaining the laboratory for CAP inspection readiness at all times. Knowledge of the contents of the CAP checklists for each section and able to respond to the inspector for each checklist question or able to find the correct response. Responsible for knowledge of regulatory agency requirements necessary to assure that work meets standards to the extent necessary to maintain accreditation from CAP, JCAHO, FDA, OSHA by following printed guidelines. Comprehensive knowledge of professional medical technology/clinical laboratory science principles, practices, concepts and theories providing sound independent work. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: U.S. citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Medical Technologists must be proficient in spoken and written English. Education and/or Experience Combination: In order to meet the minimum qualifications for this position, you must possess: a. A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g. laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.) AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP), formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR b. A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g. blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR c. A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in clinical laboratory. YOU MUST SUBMIT TRANSCRIPTS WITH YOUR APPLICATION Foreign Graduates: Graduates of baccalaureate programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described above. This finding may be based on either of the following: A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination Certification: All candidates must currently possess the appropriate certification as an MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, and AMT: OR Must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). **You must provide updated copies of all certification with your application package. Non-certified applicants who otherwise meet the eligibility requirements for certification may be given a temporary appointment up to the full performance level not to exceed one year as a graduate medical technologist under the authority of 38 U.S.C 7405(c)(2)(B). This appointment may not be extended. Failure to become certified within one year from date of appointment will result in removal from the GS-0644 MT Series. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Registered Medical Technologist with 4 year degree and MT (ASCP); competent to work in all sections of the lab to include blood bank; experienced phlebotomist; experience with computer equipment and software; knowledge of the following regulations: College of American Pathology, Joint Commission, AABB, FDA, OSHA, safety and infection control. Grade Determinations: GS-10 Specialized Experience: Must have 1 year creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled. In addition to the experience, the candidate must demonstrate the following knowledge, skills and abilities (KSA's) Comprehensive knowledge of and skill in applying a wide range of concepts, principles and methodology of the field to perform advanced techniques. Ability to modify or adapt established methods, procedures or techniques to resolve difficult or complex problems. Knowledge of the application of laboratory regulatory requirements. Ability to provide or coordinate staff development and training. References: VA Handbook 5005/72, Part II, Appendix G24, dated May 12, 2014. Physical Requirements: This position can require prolonged periods of walking (4 hours), standing (4 hours) and repeated bending (2 hours). It may also include moderate lifting (15-44 pounds). This position will also require the use of finger, near vision correctable at 13' to 16' to Jaeger 1 to 4, both eyes, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), and emotional/mental stability.
