The Amarillo Deputy Associate Director, Patient Care Services/Deputy Nurse Executive (DADPCS/DNE) reports directly to the Associate Director, Patient Care Services/Nurse Executive (ADPCS/NE). The incumbent is primarily responsible for the oversight of approximately 350 nursing staff for the following service lines: Specialty Care (Endo, OR, Specialty Clinics), Emergency Department (ED), Inpatient (Med/Surg, ICU, Case/Quality Management), Community Living Center (CLC), and Behavioral Health.
Duties
The incumbent will lead the facility on the Pathway to Excellence. Incumbent will cover for ADPCS/NE in the event of their absence. The ADPCS/NE serves as the catalyst integrating and collaborating nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. The practice of the DADPCS/DNE is of an executive nature, comprised of complex leadership and administrative components associated with critical healthcare issues and activities that influence the organizational mission, healthcare outcomes, and policy.
The DADPCS/DNE assists the ADPCS/NE in guiding the overall management of the profession and practice of nursing in all areas and facilities of care within the AVAHCS and across divisions of services. The incumbent directly supervises 3 Chief Nurses. S/he is responsible for the overall programmatic design, support, implementation, and oversight functions of Nursing Professional Services, including but not limited to nursing databases, Expert Panel Staffing Methodology, Nursing Informatics, and Nursing Research 24 hours a day and 7 days a week for Registered Nurses, Advanced Practice Nurses, and allied health staff (LVN's, NA's, Health Technicians, etc.). The DADPCS assumes leadership and exercises oversight authority for nursing job descriptions, nursing care policies and procedures, nursing standards of patient care, treatment and services, standards of nursing practice, nurse staffing plans, and standards to measure, assess, and improve patient outcomes based upon evidenced based practices. S/he will make recommendations to the ADPCS/NE if outcomes are not optimal. The DADPCS reviews and consults on all disciplinary actions involving nursing personnel's conduct and professional practice. S/he maintains and promotes effective labor and management relations and participates in negotiation agreements as appropriate in consult with the ADPCS. The incumbent is responsible for ensuring that nurses perform their duties consistent with the scope of practice approved by their state board of nursing, regulatory agencies, and VHA an VA policy. The incumbent will attend all meetings when the ADPCS is on leave or absent from the facility. S/he participates as assigned in upper-level management decisions on behalf of nursing and is a member of various medical center-level councils and committees, when applicable, that govern and influence the medical center's operations. The DADPCS acts on behalf of the ADPCS/NE in his/her absence and demonstrates oversight and decision-making authority for the additional services the ADPCS is responsible for-Sterile Processing, Chaplain Service, Nutrition and Food Service, and nursing administration.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
MSN with a minimum of 4 to 5 years progressive leadership experience.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Education
The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
