This position is located at the Edward Hines Jr. VA Hospital, Hines IL. (578) - a Level 1a Complexity VHA Facility and is organizationally aligned under the Education Service. Education Service is organizationally aligned with the office of the Associate Director for Patient Care Services (ADPCS) and serves all Hines and Hines Community Based Outpatient Clinic (CBOC) employees, including paid and unpaid nursing trainees.
Duties
The incumbent reports to the Chief, Education Service/ Designated Learning Officer and is responsible for supporting employee education programs and administrative processes which serve the facility to meet the education needs of Hines VA staff and trainees. The primary purpose of this position is to provide expert and timely development and technical support in the planning, development, and coordination of education and training activities for Hines employees and to perform duties aligned with the programs of Training Specialists and the clerical, administrative, and equipment/ media needs of Education Service.
The incumbent provides Hospital-level TMS Administrator assistance to the facility and Education Service. This includes being primary contact for hospital-wide employee and trainee TMS Help Desk issues and problems, TMS account set-up, TMS account password reactivations, TMS reports for hospital Service Chiefs, TMS learning completion entries, TMS account transfers, and TMS account activations/ reactivations. Resolves issues related to entry, download of data, and other issues related to the use of the education programs and databases. Assists service training delegates with TMS Issues and provides training on an ongoing basis. Assists employees and trainees in managing their learning activities and updating their profiles. Performs tasks associated with Assignment Manager, Scheduling Manager, Registration Manager, and Item Managers roles. Partners with key individuals and stakeholders with extensive familiarity with local offerings, mandatory and required training, and an understanding of the local target audiences to assist employees complete various training requirements.
The incumbent is a back-up instructor for all-employee New Employee Orientation (NEO Program- Phase I). Responsible for coordinating and conducting New Employee Orientation and tracking attendance to ensure all training requirements are completed. If new employee does not complete all training requirements in orientation, incumbent is responsible for tracking and ensuring they return for the next orientation or that the service ensures it is completed in TMS within established timeframes.
The incumbent will provide teaching support to Training Specialists, as needed. The incumbent will be an instructor for logistically-established courses for the facility, as needed by Education Services and the hospital, including: Preventive Management of Disruptive Behavior (PMDB), VA Voices, Own the Moment, Computer Skills, School at Work, Workforce Leadership Development Program, and Own the Moment training.
Provides support to the Educational Program Specialist, instructors and course managers in the planning, review, implementation, revision and evaluation of training programs. Performs work associated with the evaluation of training courses and programs and ensures that these evaluations are completed. Assists with the development of action plans to improve/eliminate deficiencies identified.
Works with instructors to develop schedules, determines publication needs as well as needed supplies related to workforce development. Reviews technical workbooks and course materials for new or current courses to ensure the workbooks/courses are typed and organized properly in accord with established formats, sequenced, illustrated, and printer ready.
The incumbent is knowledgeable in and provides technical support for teleconferencing/ electronic communication technology and equipment used for Education.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating orientation programs for trainees and ensuring all training requirements are completed; coordinating contracts with academic affiliates for undergraduate and graduate trainees; working alongside Human Resources to ensure successful trainee onboarding/in-processing; compiling data to provide routine reports to various stakeholders; assists instructors and course managers in the planning, reviewing, implementation, revision and evaluation of training programs; developing action plans to eliminate identified deficiencies and/or inefficiencies; facilitating scheduling coordination for training sessions; providing technical support with the set up and end user use of teleconferencing and/or electronic communications equipment for training sessions; and, documenting required data for national, regional and local education programs

Physical Requirements: The work is mainly sedentary but requires some physical exertion such as standing to teach a class, occasional bending, reaching, stooping, lifting of moderately heavy items, or similar activities necessary to set-up/tear-down classroom furniture and supplies and maintain/repair equipment. Lifting of moderate-weight items (30 pounds) such as records management storage boxes or chairs, is required. Walking is required to become familiar with the Hospital and location of training locations and media equipment.
