The primary function of this position is to make eligibility determinations for VA healthcare and be the means test coordinator which requires an extensive knowledge of VA laws, directives, policies and procedures. They will also be responsible for running data reports for unverified status of applications, incomplete encounter management errors due to any administrative data input and updating demographic information.

Duties

Major duties include, but are not limited to the following: Determines Eligibility for VA healthcare and serves as the means test coordinator which requires an extensive knowledge of VA laws, directives, policies and procedures. Runs data reports for unverified status of applications, incomplete encounter management errors due to any administrative data input and updates demographic information. Interviews patients enrolling for medical benefits. Verifies eligibility/entitlement for benefits of all applicants using various methods including income assessments, Military discharge documents, computer historical inquiries and other means. Scans and indexes each document related to Eligibility (i.e.10-10EZ, 10-10EZR, 10-10HS, 10-10EC advanced directives, power of attorney, humanitarian documentation, etc.) into a SQL database which will be accessed via CPRS (Computerized Patient Records System) Advises Veterans of their entitlements. Assures all new veterans to the system are registered within 7 days of receipt of their application, and that they are given appropriate appointments and receive proper notification either by phone call, letter or post card. Generates patient data cards for veterans applying for care using the Veterans Health Identification Card (VHIC) system. Ensures accurate, timely and consistent information is entered into the appropriate database. Consistently communicates and treats customers (patients, visitors, volunteers, and all facility staff) in a courteous, tactful, and respectful manner. Handles conflict and problems in dealing with the customer constructively and appropriately. Participates in community outreaches that may consist of delivering public presentations, assisting with enrollment and re-enrollment of veterans in the community. Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. However, candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For a GS-05 position you must have held at least a GS-03. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4 level) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the field of patient administration, including medical records and related fields of medical administration; providing administrative support: filing, answering phones, greeting customers, miscellaneous office work; performing data entry; oral and written communication; and working knowledge of computer systems and software; providing positive, upbeat, customer service while interacting with patients and hospital staff. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two years of education above the high school level. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. To qualify for this position as the computed percentage of the requirements must be at least 100%. You will be rated on the following Competencies for this position: Administration and ManagementCustomer ServiceInterpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
