Duties
The duties, described below, represent the major duties performed at the GS-09 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Plans work to be accomplished by subordinates, establish priorities and prepare schedules for completion of work.
Oversees subordinate Military Pay Technicians or through Lead Military Pay Technician, oversees the accomplishment of technical work with policy, directives, regulations, and reporting requirements.
Makes decision, issues instructions and provides guidance for work performed.
Responsible for process improvement, through ongoing analysis of customer needs to increase productivity and quality.
Performs internal personnel administration and management tasks.

Qualifications
Time-in-Grade GS-08: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-08 or higher grade in Federal Service.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying for the GS-08; GS-08 if applying for the GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
SPECIALIZED EXPERIENCE STATEMENT GS-08: Specialized experience is defined as experience reviewing and processing a wide variety of complex military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques.
SPECIALIZED EXPERIENCE STATEMENT GS-09: Specialized experience is defined as experience applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems.

Education
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
