This position is located at Voyageurs National Park in the Protection Division.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 1/1/2024 to 2/25/2024 and 3/10/2024 to 10/19/2024 and 11/3/2024 to 12/31/2024, and you will be in a non-pay status for the remainder of the year.
Duties
Maintain knowledge of relevant laws, regulations, policies, and procedures related to commercial services and inform commercial service providers of the same via effective communication strategies.
Monitor and evaluate commercial service providers to include compliance with contracts, terms and conditions of authorizations, reports, inspections, and other compliance issues.
Participate in commercial service development including prospectus development, contract review, operation plans, maintenance plans, proposals for new services, or other.
Assist in asset management by monitoring real property, conducting condition assessments, reviewing maintenance plans, evaluating concessioner maintenance accomplishments, validating data, or other.
Maintain awareness of economic trends related to commercial operations, ensure payments for franchise fees, management fees, and applications are received on time, update fee spending plans, conduct rate analysis studies.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-01/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-07 grade level, you must possess wof the following minimum qualifications by close of the announcement:
EXPERIENCE: One year of specialized experience equivalent to the GS-5 level in the Federal Service. Specialized experience must be related to the work of the position. Specialized experience for this position includes, but is not limited to: experience performing a variety of assignments at an advanced developmental level designed to increase the skill and knowledge required to perform analytical and operational work in support of the Commercial Services Program; and experience supporting a Commercial Services Program by performing developmental work or by performing a variety of recurring assignments within one or more of the following areas of commercial use and/or concessions management: legal framework; commercial services development; monitoring and evaluation; data collection and analysis; customer service and collaboration; business acumen; or negotiations. The work performed requires knowledge of the basic and commonly used procedures, methods, and techniques in the concessions management and commercial use authorization work area. You must include hours per week worked.

EDUCATION: successfully completed one full year (18 semester hours) of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. YOU MUST SUBMIT TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION that when totaled equal 100 percent or more of the qualifications requirement. For example, I have 6 months of specialized experience (50% of the experience requirement), and 6 months (9 semester hours) of graduate level education. (50% of the qualifying education requirement). YOU MUST SUBMIT TRANSCRIPTS.

SUPERIOR ACADEMIC ACHIEVEMENT as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: one year of specialized experience equivalent to the GS-7 level in the Federal Service. Specialized experience must be related to the work of the position. Specialized experience for this position includes, but is not limited to independently performing analytical and operational work in support of the Commercial Services Program; independently performing varied duties in the assigned support functions; supporting the Commercial Services Program by independently performing work within one or more of the following areas of commercial use and/or concessions management: legal framework; commercial services development; monitoring and evaluation; data collection and analysis; customer service and collaboration; business acumen; negotiations; or asset management. Experience complying with all applicable standard regulations, requirements, procedures, and operations in the concessions management and commercial use authorization work area. You must include hours per week worked.

EDUCATION: successfully completed a master's or equivalent graduate degree Or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. YOU MUST SUBMIT TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION that when totaled equal 100 percent or more of the qualifications requirement. For example, I have 6 months of specialized experience described in 2A above (50% of the experience requirement), and 1.5 years (27 semester hours) of graduate level education described in 2B above. (50% of the qualifying education requirement). Only graduate education beyond the first year is creditable. YOU MUST SUBMIT TRANSCRIPTS.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
