This position is established in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Human Resources Centers (HRC), Office of Human Capital Services (HCS) which services all the recruitment and placement related work for the system.

Duties

The opportunity to work remotely may be authorized for highly qualified applicants who reside outside of the local commuting area. Major Duties: Identifying recruitment sources and advises management on appropriate recruitment and staffing methods. Advising and assisting the Regional Office in the development of procedures and instructions for promotion panels on rating and ranking promotion eligible candidates. Assisting in the development of job analyses and crediting plans, posts job announcements, and determines applicant eligibility and qualifications. Conducting recruitment for all vacant facility positions assigned to their team. Provides interpretation and assistance on the agency Merit Promotion programs. Developing and publishing vacancy announcements and other recruitment materials using the latest technology. Performing recruitment and placement, customer employment advisory services. Coordinating with supervisors, managers, other Human Resources specialists and HR Liaisons on possible staffing repercussions of reorganizations, placement actions, or regulatory changes. Assisting in writing and promulgating Human Resource policies and/or procedures. Researching complex personnel laws, regulations, and policies for application to specific issues and assists the HR Center in formulating personnel administration policies. Creating, updating, and producing accurate data to support recruitment and placement efforts. Reviewing and approving personnel actions for coding compliance with applicable laws, rules and regulations. Tracking trainee progress, provides on the spot training and guidance, identifies deficiencies, and keeps management informed of trainee's progress. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC GS-0201 REQUIREMENT: To qualify for the HR Specialist position, candidates must meet the following basic requirements as described in one of the following methods: Method 1: One year of HR specialized experience equivalent to the GS-04 level of the Federal Government or higher (Such experience may be gained in administrative, professional, technical, or other responsible work position in the public (i.e., Government or military) or private sector) positions in the public (i.e., Government or military) or private sector. OR Method 2: Successful completion of bachelor's degree (or higher). OR Method 3: A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-4 level of the Federal Government AND one (1) of the below four training areas: Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR Successful completion of at least four formal training courses in HR. OR Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. OR Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM). Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience/Minimum Qualification Requirements: Minimum qualification qualifications include; knowledge of laws, rules, regulations, practices, employee development concepts, principles and practices related to planning, evaluating and administering organizational training, change management and career development initiatives. To qualify for the GS-07: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as researching, analyzing, and applying policies, regulations, and standard procedures to provide internal and external customer support. Experience must include use of automated recordkeeping systems to research and resolve issues or provide management support. OR Applicants may substitute Graduate Education to qualify for grade GS-7: One (1) full year of graduate-level education. Graduate-level education must demonstrate the competencies necessary to do the work of the position; OR A Bachelor's degree with Superior Academic Achievement (3.0 GPA or higher). To qualify for the GS-09, applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Interpreting and applying a variety of routine Federal or state personnel management rules, regulations, and procedures. Experience must include the use of automated personnel recording-keeping systems to research and resolve personnel issues or provide management support. OR Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Specialized experience is defined as: Applying Human Resource principles, procedures, and regulatory guidance to provide advanced technical guidance on recruitment, staffing, pay setting, and associated personnel actions. Experience includes the use of automated systems for processing personnel actions, gathering and analyzing data, helping customers regarding human resources issues, and drafting technical responses to inquiries, problems, and complaints. OR Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Education

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Staffing for Title 5, Title 38 and Hybrid Title 38 positions; Advising management on recruitment strategies, sources and special programs; Conducting recruitment following applicable procedures; Researching, interpreting, and applying recruitment and placement regulations, policies, and laws; Developing announcements and assessments to post positions; and Determining and verifying qualification requirements including credentialing and licensing. (TRANSCRIPTS REQUIRED). OR

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Staffing for Title 5, Title 38 and Hybrid Title 38 positions; Advising management on recruitment strategies, sources and special programs; Conducting recruitment following applicable procedures; Researching, interpreting, and applying recruitment and placement regulations, policies, and laws; Developing announcements and assessments to post positions; and Determining and verifying qualification requirements including credentialing and licensing.
