This position is in the Veterans Benefits Administration's, Office of Business Integration, Benefits Systems Management (BSM) Division, Business Architecture Services & Integration Systems (BASIS) Team. BASIS manages VBA's six core Architecture Domains.
The applicant will serve as a Program Analyst, applying knowledge of VBA benefits, operations, and systems. Includes duties such as: managing projects; documenting, modeling, optimizing business processes and providing briefings.
Duties
Specific duties include:
Leading projects using program management principles.
Coordinating business initiatives across VBA. The incumbent will have a thorough understanding of VBA Lines of Business and their capabilities.
Generating or reviewing written and oral communications such as white papers, responses to Congressional inquiries or audit reports, creating briefings and communications documents.
Analyzing and identifying program areas and/or business processes which can be improved by automation or changes in business policy or procedures and recommending changes for improvement.
Coordinating VBA efforts in planning the development of systems supporting business processes to improve service delivery to Veterans and beneficiaries.
Communicating effectively with a wide variety of business and technical stakeholders to develop and implement solutions impacting VBA business systems.
Developing and defending strategic plans, acquisition/investment strategies and policy for business systems development efforts.
Knowledge of VA regulations and policies: The incumbent should possess a strong understanding of VA regulations and policies related to claims processing to include knowledge of relevant laws and regulations, VA procedures and guidelines.
Familiarity with VA computer systems: The incumbent must possess a working knowledge of VA computer systems, including the Veterans Benefits Management System (VBMS) and other related systems.
Ability to navigate and use applicable systems to input and retrieve information, as well as troubleshoot any technical issues that may arise.
The incumbent will be required to travel at least once a quarter and/or more frequently as the need arises for mission essential tasks.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50).

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
GS-11 Specialized experience must be at the next lower grade level GS-09 and is defined as:
Experience tracking and analyzing data and statistical information to measure the effectiveness and efficiency of the organization, or to advise management of anticipated needs.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree; OR
Combination: Applicants may also combine education and experience to qualify at this level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
GS-12 Specialized experience must be at the next lower grade level GS-11 and is defined as:
Knowledge of qualitative and quantitative methods including performing a variety of analytical, planning, evaluative, and advisory work to analyze, evaluate, and measure the effectiveness and efficiency of the organization; and making recommendations.
GS-13 Specialized experience must be at the next lower grade level GS-12 and is defined as:
Experience reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses and best practices, making recommendations for improvement, and demonstrated communication skills to prepare, present and articulate findings to management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
