This position serves as the Center's Industrial Property Officer at Langley Research Center. This position is responsible for the contract property function managing the Centers contractor-held government property worldwide and ensuring the implementation of federal and NASA policies, procedures, and contract provisions relating to the furnishing, utilization, and management of NASA's contractor-held property.
Duties
Analyzes agency-wide programs, functions, and organizations to determine that the current contract property processes and procedures are effective and accomplish the contract property objectives and controls.
Develops training on contract property management designed to maintain skill competencies at the Centers.
Establishes systems for management and reporting to provide visibility over all aspects of contract property management.
Evaluates the result of self and risk assessments made by Centers or contractors to assess their validity and effectiveness. Participates in developing agency standards and instructions relative to contract property management activities.
Manages contractor held property and advises the various contracting officers, technical officials, contractor officials, delegated property administrators and plant clearance officers as required for contract compliance.
Provides analysis and advice on complex program issues related to contractor-held Government property. Analysis is based on knowledge of program operations and changing requirements and identifying relevant issues.
Researches and advises on applicable Federal Acquisition Regulations (FAR) and NASA FAR clauses, guidelines, and regulations to determine the appropriate clauses and oversight required for all contracts.
Uses analytical techniques to assess statistics and metrics related to contract property management and performs site visits and functional reviews to ascertain compliance with policies and regulations.

Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Performing audit processes and procedures to ensure completion of contractor held property reviews and approving
corrective actions;
Applying procedures to control, manage, and maintain government property, equipment, and property management
systems through the acquisition lifecycle; and
Interpreting and applying government property clauses and provisions in accordance with the Federal Acquisition
Regulation (FAR) and the NASA FAR Supplement.
