Incumbent will serve as a supervisory Police Officer (Major) ensuring a safe and secure environment across all VA administrations within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliaries and administrative sites throughout the United States.

Duties

Directs and supervises a variety of policing and law enforcement assignment and projects that are performed on VA Departmental property: including any properties owned, leased, or licensed when consistent with Federal laws, regulation, VA policy and operational guidance. Works in collaboration with the Chief of Police or the Deputy Chief who serves as the incumbent's immediate supervisors. Provides oversight of policing activity and conducts and oversees the preliminary and supplemental investigation of crimes, interviewing victims, complainants, witnesses and suspects; and secures and investigates crime scene. Identifies, collects and preserves physical evidence; prepares reports; and testifies in court. Supervises and assigns subordinate Captains, Lieutenants, Sergeants, Police Officers, Detectives and staff to investigate specific problems and cases. Reviews the staff's records and reports; and coordinates information gathered, and work accomplished. Ensures policy and procedure compliance. Responds to crime scenes and provides direct authority over Police personnel and detectives as they conduct investigations, searches, identifies, and evaluates physical evidence. Directs and participates in the investigation of the more difficult or complex cases. Ensures staff collects, preserves, and maintains integrity of evidence in the field; ensures that staff properly packages, stores and secures evidence and maintains chain of custody. Supervises and advises staff in preparing cases for court; and assists in any extradition procedures. Supervises services required for the safety of all persons involved. Coordinates major cases or incidents as required. Participates/supports incident command functions during serious incidents impacting VA operations. Answers violent individual calls and intercedes in physical assaults in progress or other incidents that clearly requires police intervention to minimize the possibility of injury to all parties. Directs investigations when solutions cannot be achieved during the course of a normal patrol shift. Oversees full investigations over prolonged periods of time. Questions and takes statements from victims, witnesses, and complainants, and clarifies conflicting statements, and interrogates suspects. Applies all required rules for search and seizure and obtains search arrest warrants. Analyzes facts to identify suspects. Develops case information necessary to place charges and prosecute offenders. Arrests, or directs the arrest of individuals who have violated Federal or State criminal codes. Pursues and arrests persons fleeing a criminal scene or attempting to resist arrest. Books and takes the accused before the appropriate U.S. District Court or State Magistrate Monitors changes in laws, regulations and technology that may affect VA Departmental operations; implements policy, procedural and operational changes as required and ensures compliance. Ensures that laws and ordinances are enforced, and that the public's peace and safety is maintained. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, Friday, January 12, 2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervising and providing guidance/direction to security and law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; ensuring compliance with security and law enforcement policies, procedures, laws and regulations; performs various administrative functions to include review and prepare police activity reports and correspondence, prioritizing, approving/disapproving work assignments, monitoring budget and budget requests, managing/overseeing personnel activity, etc.; may have served as a Police Captain within a police force. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. You will be rated on the following Competencies for this position: Criminal Investigation Decision Making Forensics Leadership Manages and Organizes Information Managing Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
