This position is located in a State and/or Area Office in USDA/Rural Development (RD). The incumbent approves and services loans for small (one to four family) residential dwellings. There is one vacancy that may be filled at any of the locations listed. This is NOT a remote position. The incumbent must report for work at the listed duty location.

Duties

Works with loans and grants made or guaranteed by the government for very-low-, low- and moderate-income families in rural areas to purchase, build or repair single family residences. Conducts analysis of credit, earnings and other factors to determine the applicant's eligibility and capacity to repay the proposed loan through examination of available information. Visits existing properties and proposed sites to assess environmental/historical impacts and to evaluate the suitability of structures and building lots for the program. Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to, approving official. Develops, implements· and coordinates an outreach and marketing program for the Single Family Housing programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-09 Specialized Experience: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: experience in performing loan making and/or loan servicing duties such as regularly examining loan applications, supporting documents and credit reports, and maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis in connection with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR possess a Master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR an LL.B. or J.D., if related (see qualifying fields of study below) OR an equivalent combination of experience and education as noted above are acceptable. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
