Duties
This position is part of the DoD, Department of Defense . The incumbent will be responsible to lead and manage all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
As a Program Manager at the NH-0340-4 some of your typical work assignments may include:
Lead the missile defense system deployment in Guam to bring to bear MDA siting, environmental, logistics, operations, site activation, MILCON, cost estimation, and budgeting expertise and processes.
Lead coordination between the MDA and USINDOPACOM warfighters to deliver required capability and meet requirements within cost, schedule, risk, and performance baselines and define the technical requirements, develop acquisition documents IAW MDA processes and oversee the funding execution and propose budgets to fund future years IAW MDA POM process.
Coordinate with warfighter organizations, local military services and Guam civil organizations to understand and select best system design, deployment and logistical options, and operational solutions that maximize military utility while minimizing impact to the local environment and population.
Coordinate with Public Affairs and other warfighter, MDA and local government personnel to develop and deliver publicly releasable press kits for media outlets and public forums to ensure widespread understanding of and cultivate support for MDA deployments and respond to DoD, GAO and Congressional requests for information on the progress and challenges of the program.

Qualifications
You may qualify at the NH-04 if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
Experience understanding of the Guam geopolitical environment, including local cultural values, artefacts, indigenous rights, government and commercial services such as but not limited to power, water, communications, waste management, emergency services, healthcare, education, air and sea ports, and roadway infrastructure, and command and decision structures such as the Government of Guam, JRM, USINDOPACOM, and the MDA; OR
Experience in applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule risk and performance; OR
Experience with communicating information to senior leaders orally, in writing and with presentation material; OR
Experience in applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
