Duties
This Administrative Officer position is located Training & Development (T&D)/Training Center Division (TCD)/TSA Academy East, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Provides well-seasoned and expert consultative advice, guidance and instruction, both within TSA and as part of Homeland Security or inter-agency task forces or group, to address diverse, complex issues which often cross multiple project/program of functional areas.
Develops and provides oversight of budget, financial administration, and personnel administration.
Interprets broad policies or objectives related to their programs and develops new policies, procedures, and approaches consistent with TSA operating requirements and strategic objectives.
Provides expert policy guidance and assistance to managers at all levels in solving unique or extremely difficult policy or analytical studies or issues in respective program area.
Exercises leadership in subject area by providing guidance to less experienced specialists, professionals, managers or administrative support staff leading large project/program teams; defining and developing internal policies and procedures and predicting potential issues and proposing preventive action.
Evaluates and makes recommendations concerning plans and proposals for highly complex TSA projects. Formulates and recommends positions on major projects/policies/issues to senior management.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience applying administrative and operational policies and procedures; and
Experience overseeing administrative operations by providing support in any of the following areas: time and attendance, budget and procurement, space/facility, travel administration or personnel and Human Resources; and
Experience providing guidance to senior management on administrative matters that impact the operation of a division or office.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience applying administrative and operational policies and procedures; and
Experience advising senior management on administrative matters that impact the operation of a division or office; and
Experience evaluating administrative functions and recommending process improvements; and
Experience participating in the development and/or implementation of administrative policies or operational processes to ensure effective planning, reporting and direction of administrative operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
